Performance Measurement
Within the planning context:
- Performance measure (indicators) are qualitative or quantitative metrics that provide information on the use of resources, state of activity, service and product "outputs", and outcomes
- A target specifies a pre-determined level of performance, is compared to some baseline and is quantitative in nature
- A benchmark is a performance measure (indicator) that facilitated comparisons every time and/or with other agencies (jurisdictions)
- There continues to be an important role for periodic reviews, evaluation and audits to address the "why?" of demonstrated results
