CREATIVE CONSTRUCT:
Building for Culture and Creativity

INTERNATIONAL SYMPOSIUM
APRIL 29 TO MAY 1, 2008
OTTAWA, ONTARIO, CANADA

Arts and culture are increasingly recognized as integral and necessary components of our social fabric, contributing to the economy and quality of life in cities and communities. In our increasingly mobile and diverse society, investments in culture and creativity are essential to building vibrant, competitive, and sustainable communities for the twenty-first century.
One of the key factors in a community’s cultural ecosystem is space. Cultural/creative spaces provide the foundation for artistic creation and presentation, they are important focal points for community milestones and events, they provide opportunities for intercultural exchange and dialogue, they protect and nurture cultural resources, they offer social supports and services, they serve as economic, social, and artistic incubators ... and they can be catalysts for community change and development.
The Creative Construct: Building for Culture and Creativity symposium will bring together participants from around the world to exchange the latest ideas and practices on the development of cultural and creative spaces; cultural planning and investment strategies for cultural infrastructure and cultural districts; and collaborative approaches to enhancing the cultural vitality, creative potential, and competitiveness of cities and communities.

Changes have been made to the Trade Routes Contributions Program
The Trade Routes Contributions Program (TRCP) supports organizations in the arts and cultural sector to develop and pursue effective, long-term export strategies. Organizations can apply to TRCP for financial assistance for projects that assist arts and cultural entrepreneurs to become more “export-ready” or help build their capacity for successful international sales.

The following changes have been made for Fiscal Year 2008-2009 (Please note: all changes have been reflected in the TRCP Guidelines):

1) Application Package
Three new mandatory forms (templates) have been developed as supporting documentation for the application package. They were designed in response to the new accountability requirements for government, to standardize the applications and facilitate the application and assessment process.

The Project Proposal Template provides a detailed description of the project, its objectives, and timeline.
The Detailed Budget Chart provides a list of all funding sources and a balanced budget for the project;
The Anticipated Results Chart compares the expected or planned results to the actual results achieved.

The Trade Routes Application Form has also been revised to accommodate the new forms. As well, the TRCP Guidelines have been updated to increase clarity, particularly with respect to the assessment criteria and ineligible project costs. NOTE: applications using the old forms will be rejected.

2) New Deadline

TRCP operates on a fiscal year basis, which begins on April 1 of a given year and ends on March 31 of the following year. The deadline for the 2008-2009 fiscal year (i.e. for applications requesting funding for activities scheduled between April 1, 2008 and March 31, 2009) is October 1, 2007. All applications must use the new forms and be date marked by the post office or courier service, no later than October 1, 2007, in order to be considered.

Applications using the old guidelines and form will not be accepted.

The revised 2008-09 application form, along with the 3 new templates is located on the TRCP’s website at: http://www.pch.gc.ca/progs/ac-ca/progs/rc-tr/progs/pcrc-trcp/rctr_e.cfm <http://www.pch.gc.ca/progs/ac-ca/progs/rc-tr/progs/pcrc-trcp/rctr_e.cfm>

ADVOCACY UPDATE: CDA submits recommendations to the Federal Standing Committee on Finance, welcomes Josée Verner as new Minister of Heritage, and consults on Liberal sub-committee on arts and culture

from the CDA Bulletin
CDA submits recommendations to the Federal Standing Committee on Finance
The all-party Standing Committee on Finance has invited submissions in preparation for the government’s 2008 budget.  Aligned with Harper’s ongoing policy priorities, the theme of this year’s consultation is centered on taxation under the heading “The Tax System the Country Needs for a Prosperous Future”.  In this context, CDA made six major recommendations, three of which were related to the government’s expressed priority.  CDA’s submission is attached, and will be made available on our website at www.dancecanada.net.  With apologies, this document is only available in English at this time.

CDA welcomes Josée Verner as new Minister of Heritage
Stephen Harper’s recent cabinet shuffle has resulted in a role-swap between Ministers Bev Oda and Josée Verner.  Oda, who previously held the position of Minister of Heritage now moves to the Ministry of International Cooperation.  Verner, a francophone from the Louis-St-Laurent riding in Quebec City, assumes the Heritage portfolio.

CDA welcomes Verner into her new position in Cabinet and encourages members to write to her as a way of introduction and to communicate the policy priorities of the dance sector.  For more information on CDA’s articulated priorities as they relate to the current government, see CDA’s recent pre-budget submission to the Standing Committee on Finance. (attached)

CDA consults on Liberal sub-committee on arts and culture
Hon. Hedy Fry, Liberal MP for the Vancouver Central riding, and Liberal Caucus Chair of the Sub-Committee on Arts and Culture, has recently hosted a series of meetings across the country to consult the cultural sector in developing a comprehensive arts and culture platform for the Liberal party.  CDA staff and National Council members attended consultations in Vancouver, Calgary, Toronto and Halifax.  Fry provided a working document that outlines a 6-point policy framework.  Broad areas of consideration include:  Strengthening cultural institutions, Supporting cultural expression and artistic participation, Supporting the creators, Protecting and promoting cultural diversity internationally, Developing a market for creative skills and products, and Promoting and enhancing cultural trade internationally.

Of note were discussions around the development of a national cultural policy that penetrates multiple federal ministries, as well as the need to re-align arts and culture as an industry that defines and shapes the current age of creativity, innovation and imagination.

The CCA welcomes the Honourable Josée Verner as the new Minister of Canadian Heritage

[CCA BULLETIN 29/07]
from the CDA Bulletin
Prime Minister Stephen Harper has appointed the Honourable Josée Verner as the new Minister of Canadian Heritage, switching places with the Honourable Bev Oda who has gone to replace her at International Cooperation.  The Canadian Conference of the Arts welcomes Ms Verner’s appointment and looks forward to working with her and the officials of her Department for the advancement of arts and culture in Canada.
First elected Member of Parliament in January 2006, Ms Verner represents the riding of Louis-St. Laurent, in the Québec city area. She became Minister for international co-operation, la Francophonie and Official Languages in the very first Conservative Cabinet.
Previously, she had been spokesperson for the Economic Development Agency of Canada for the Region of Québec in Mr. Harper’s shadow cabinet. This was widened in September 2005 to include the Official Languages portfolio. She also chaired the Québec Caucus for the Conservative Party of Canada.

More bilingual than her predecessor, Ms. Verner has spent close to 20 years in the communications and public service fields. She served in the office of former Québec Premier Robert Bourassa and in the office of the Deputy Speaker of Québec’s National Assembly, and also worked in the Ministry of Health.

A number of priorities await her as new Minister of Canadian Heritage: the announcement of the long-awaited federal museum policy  and of amendments to the Copyright Act; the appointment of a new president for the Canadian Broadcasting Corporation and the position the government will take concerning the mandate of the public broadcaster ; the controversy surrounding the CRTC Task Force recommendations on the Canadian Television Fund , still under attack from cable operators; the publication of the criteria and programs related to the $30 M promised for festivals in the 2007 federal budget and the on-going controversy surrounding the reductions to cultural diplomacy budgets  in the Department of Foreign Affairs and International Trade, where she will be dealing with a new Minister in the person of the Honourable Maxime Bernier.

Even more importantly, her main challenge will be to present to the Canadian cultural community a vision of what arts and culture really mean for the current federal government whose actions in this area, while often laudable, have not appeared to be related to any coherent cultural framework.

The CCA extends its best wishes to the new Heritage Minister and will support her in the pursuit of a vibrant and dynamic Canadian cultural sector.

2008 Pre-Budget Consultation: the CCA Urges the Government to Invest in the Creative Economy!
[CCA BULLETIN 30/07]
from the CDA Bulletin
Just the facts

The Canadian Conference of the Arts (CCA) has filed yesterday its submission to the Standing Committee on Finance in the context of the 2008 pre-budget consultation: “A Creative Canadian Economy: taxation and beyond”.

The CCA has been a participant in pre-budget consultations for over twenty years. During this time, a broad series of recommendations have been put forward to the Minister of Finance and the Standing Committee on Finance. Last year , the CCA stressed the importance of reflecting the changing realities of the Canadian labour force through measures to provide greater access to social benefits and security to self-employed Canadians, which is the case for a majority of workers in the cultural sector. Many of these recommendations were restated in the response of the CCA to the Advantage Canada framework later released by the Minister of Finance.

This year, the Committee has set the theme for the consultation as “The Tax System the Country needs for a prosperous future”.

The CCA recognizes that over the past twenty-five years, the federal government has provided important taxation benefits to self-employed artists and creators and has made major progress in rewarding charitable giving for the not-for-profit charitable sector. These gains have been the result of years of collaboration with the federal government and of the tenacious efforts of the arts and culture sector in cooperation with the larger voluntary and charitable sector.

However, some very important and well identified measures to encourage creativity have yet to be adopted. Given the focus of this year’s consultation and the proven efficiency of such measures in other jurisdictions, we have restated them once again in our submission– e.g. copyright, residual rights and grants tax exemption, income averaging, access to “soft social benefits”.
However, as important as they may be, taxations measures are not sufficient to ensure that Canada enjoy the benefits of a knowledge economy. This is why our 2008 pre-budget submission also focuses on the issue of public funding for the arts and culture sector in Canada, particularly federal funding programs and institutions, as well as on a series of other CCA priorities identified after extensive consultation with our members, namely: further increases to the Canada Council’s budget, the long-awaited museum policy, copyright, cultural diplomacy, the Canadian Television Fund, etc.
A summary of CCA’s 2008 Federal Budget recommendations

Recommendation 1

The CCA recommends that the Standing Committee on Finance endorse a minimum $ 30 K exemption on revenue deriving from copyright and residual payments and complete tax exemption to grants to individual artists and creators.

Recommendation 2
The CCA recommends that the Standing Committee on Finance discuss the ongoing issue of income averaging with officials from the Department of Finance to determine if a new system could be developed to take into account the financial realities of artists and creators. The CCA also requests that the basic personal deduction limit for self-employed Canadians be raised to $12K.

Recommendation 3
The CCA invites the Standing Committee on Finance to recommend to the Minister of Finance that the 2008 federal budget make an additional recurrent increase of $ 20 million to the Canada Council budget beyond the $ 30 million recently confirmed to its base budget, with a view to eventually making its annual budget reach $300 million. Further, the CCA urges the Minister of Finance and the Minister of Canadian Heritage to confirm their intention to renew on a recurrent basis the “Tomorrow Starts Today” envelope of programs when it expires in 2009-10.

Recommendation 4
The CCA recommends that the Standing Committee on Finance urge the Minister of Finance to work with the Minister of Canadian Heritage so that the parameters of a new national museum policy be announced within the context of the 2008-09 federal budget.

Recommendation 5
Given the economic importance of copyright revenue to artists, creators and copyright owners, the CCA urges the Standing Committee on Finance to press the Ministers of Canadian Heritage and of Industry to expedite the introduction of the next phase of revisions to the Copyright Act.

Recommendation 6
The CCA urges the Standing Committee on Finance to recommend that new funds be allocated to the Department of Foreign Affairs to support the efforts of in the promotion of Canadian culture by foreign affairs staff members as well as those artists, creators and arts organizations building foreign audiences and revenue diversification.

Recommendation 7
The CCA urges the Standing Committee on Finance to press the Minister of Canadian Heritage to clarify immediately the criteria of the new program supporting the festivals announced in the 2007 federal budget.

Recommendation 8
The CCA recommends that the Standing Committee on Finance stress the importance of the Canadian Television Fund and the policies and objectives under which it currently operates be recognized by the government through the Minister of Canadian Heritage. The CCA further requests that any substantive change to these policies and objectives be the result of an open and transparent process consistent with the cultural objectives set by Parliament in the Broadcasting Act (1991)

Classes & Workshops

COBA Collective Of Black Artists
Children’s Dance and Drum Program

Registration and Open House September 14th and 15th

COBA’s performing arts school offers high quality dance education that is supported by a legacy of African history.

Our children’s dance and drumming program provides children three years and up with a solid foundation in contemporary dance forms (ballet, modern) and specialized training in the music and dance of Africa and the African Diaspora.
The primary training mechanism for African and Caribbean forms is A-Feeree. Taught exclusively at COBA Studios, A-Feeree helps conditions your child’s body to navigate the aesthetics of African and African Diasporic dances.
This unique method draws on the traditional dance culture of Africa’s Séné-Gambia region as well as indigenous fold dances from Trinidad & Tobago.
Children’s classes run September to June from Thursday to Saturday.
Each year, the program culminates in a year-end recital in which your child will have the opportunity to perform.

Curious? Bring your child to a FREE TRIAL CLASS during COBA’s open house (Sept 14th & 15th), or visit us online for more info.

Integrating the Science and the Art of Dance

Workshops for Dance Teachers
with dance science specialist Donna Krasnow, MS
Each intensive workshop offers teachers information and practical sessions to enhance technique and performance while providing tools that can prevent common dance injuries. Misalignment can create poor lines and unnecessary tension that impede progress and subject the body to unnecessary stresses. Alignment problems and muscle imbalances lead to conditions such as shin splints, tendonitis, snapping hip, pronated or rolled feet, winged scapula, elevated shoulders, swayback, rounded shoulders, forward ribs, weak core support, and more. By learning how to assess and correct these common imbalances, the teacher can be more effective in guiding students to optimize their individual potential and to succeed in full and healthy dancing. Corrective work will include exercises and imagery that can be taught in a group setting as well as individualized sessions. Time will be provided for participants to discuss concerns they may have in their teaching practices.
Each workshop runs approximately 2 hours with a maximum group size of 20 people.
A seminar series of workshops may also be arranged.
To discuss scheduling and rates, please contact Julye Huggins: julye@earthdancers.ca

C-I Training Workshop

C-I TrainingTM (conditioning-with-imagery) is a body system linking conditioning exercises for strength and flexibility, with visualization and imagery to enhance the mind/body connection. Developed by Donna Krasnow, through studies of exercise systems and somatic practices, C-I Training can:

• Enhance dance skills
• Develop core support
• Prevent dance injuries
• Optimize individual potential
• Improve alignment
• Increase movement efficiency
• Decrease excess tension and effort

C-I Training can be taught to dancers as young as 10 years old, and is in three levels, for beginners up to elite, advanced dancers. Teachers are invited to observe and/or participate in the workshop.

Preventing Dance Injuries Workshop

Dance injuries are common in most dance populations, from young students to professional dancers. By learning how to assess the alignment problems and muscle imbalances that lead to injury, teachers can improve their students’ technique and assist in preventing injuries. Participants of this workshop will learn:

• Assessment tools of the conditions that lead to injuries
• Causes of alignment problems and how to address these problems
• Corrective exercises that address common muscle imbalances
• How to develop core support in dancers to avoid common back problems
• How to balance the muscles of the legs to prevent hip, knee and ankle problems
• Strategies for transferring this body knowledge into dance class

With knowledge and tools, teachers can educate dancers to reach the height of their skill and artistry while minimizing injuries that can physically and emotionally inhibit progress.

Workshops may also be tailored with one of the following concentrated focuses:
Alignment, Neutral Pelvis and Core Support
Good alignment and core support are essential for strong technique and injury prevention. Misalignment can create poor lines and unnecessary tension that impede progress and subject the body to unnecessary stresses.

Lower Leg Issues
Understanding the structures and movement potential of the lower leg assists the dancer in clarifying individual needs for muscle balancing. Imbalances in lower leg muscles inhibit full range and function, and diminish artistic capacity, as well as increase the possibility of injury.

Developing Turnout
Optimizing the individual dancer’s range, recruitment, and integration of turnout requires not only work around the hip joint itself, but also a foundation of good core support, and balanced action in the lower limb musculature.

“I currently have two daughters involved in the program. I have really enjoyed watching my older daughter grow from a shy girl who stood back and watched the rest of the class into an enthusiastic participant. The confidence she has gained through participating in the classes and the performances has carried over into her school activities as well. The difference in her is magical. The classes have also truly captured the imagination of my younger daughter. She lights up when she demonstrates the sequences from her class at home.”

Physical Theatre Workshops with Adam Lazarus
Monday, November 5, 2007 to Sunday, November 25, 2007

Location:
Pia Bouman School of Ballet and Creative Movement
6 Noble Street
Toronto, ON

Description
physical performance intensives with Adam Lazarus and guest instructors

I. the physical body and le jeu
II. introduction to bouffon
III. building a performance

? taught by renowned physical theatre director and instructor Adam Lazarus
? designed for both professional and pre-professional dancers, actors, musicians, and/or clowns
? discounts for CAEA, CADA, ACTRA, other Union members and previous students (see below)

about the classes:
This November, Adam Lazarus will be teaching three, one week intensives in Toronto.

Working in the tradition of French Master Teachers Philippe Gaulier and Jacques Lecoq, the forefathers of physical theatre and clowning, these 5 day courses challenge students to take risks, hone their improvisational skills and push through performance inhibitions to find the pleasure of being present,
space, rhythm, fixed point, complicity, focus, flop and play.
In addition, students will have daily work on building spatial and body awareness.

During the first hour of each class, specialized instructors will teach:

? le jeu ? acrobatics ? movement ? 5 Rhythms

I. the physical body and le jeu
Monday Nov. 5 - Friday Nov. 9 10am - 2pm
An introductory class. Here students focus on using the body as the primary source of all performance, whether it be Shakespeare, melodrama, tragedy, character or clown. During the week, we will use ‘le jeu’ - a French performance style encouraging performers to use their sense of play while onstage when approaching dramatic or commonplace situations - to aid in finding participants’ pleasure to be in front of an audience. Previous theatre experience is not necessary to enroll in this course. All backgrounds (dance/education/music/writing/theatre/film/clown) will find this work exciting and useful.

II. introduction to bouffon
Monday Nov. 12 - Friday Nov. 16 10am - 2pm
An introductory class. Games and exercises are used to discover students’ pleasure to mock social hypocrisies while simultaneously making audiences love you. Historically and culturally, the Bouffon traveled in groups or gangs. They stuck together and sat on the outside, in their ghettos, their swamps,
looking in at the mainstream world. They watched human hypocrisies and laughed. Every now and then, they came back to do a play for the hypocrites. No subject, person or institution was spared their mockery.

Bouffon techniques are extremely useful for performers in all disciplines, as well as for writers, public speakers, teachers and critical thinkers. Through Jeu, students will re-discover their mental and physical agility, sensitivity, stillness and complicity in a group. The Bouffon will allow the actor to be a big person in a small body and to refine their awareness of the world around them. Students are encouraged to embrace this awareness and the power of being seen and listened to. All backgrounds (dance/education/music/writing/theatre/film/clown) will find this work exciting and useful.

III. building a performance
Monday Nov. 19 - Friday Nov. 23 10am - 2pm

Here students should come to class with an idea of something they are wanting to work on and perform. Whether interested in bouffon, clown or character, the students’ focus of the week is on writing, directing and performing. This is a deeper exploration into the world of physical performance that will culminate in an informal public performance at the end of the workshop. Completion of week one or two, or prior experience in bouffon, clown or character is required for this class.

Saturday Nov. 24 Sunday Nov. 25 - Class showings
PWYC with money going back to the students

Fees:
$300 for 20 hours of instruction over 1 week ($240 for Union or previous students)
$590 for 40 hours of instruction over 2 weeks ($470 for Union or previous students)
$870 for 60 hours of instruction over 3 weeks ($700 for Union or previous students)

I. the physical body and le jeu II. introduction to bouffon
III. building a performance

? taught by renowned physical theatre director and instructor Adam Lazarus
? designed for both professional and pre-professional dancers, actors, musicians, and/or clowns
? discounts for CAEA, CADA, ACTRA, other Union members and previous students (see below)

about the classes

Pia Bouman’s School of Ballet and Creative Movement, 6 Noble Street, Toronto
This November, Adam Lazarus will be teaching three, one week intensives in Toronto.

Working in the tradition of French Master Teachers Philippe Gaulier and Jacques Lecoq, the forefathers of physical theatre and clowning, these 5 day courses challenge students to take risks, hone their improvisational skills and push through performance inhibitions to find the pleasure of being present,
space, rhythm, fixed point, complicity, focus, flop and play.

In addition, students will have daily work on building spatial and body awareness. During the first hour of each class, specialized instructors will
teach:
? le jeu ? acrobatics ? movement ? 5 Rhythms

I. the physical body and le jeu
Monday Nov. 5 - Friday Nov. 9
10am – 2pm

An introductory class.

Here students focus on using the body as the primary source of all performance, whether it be Shakespeare, melodrama, tragedy, character or clown.
During the week, we will use ‘le jeu’ - a French performance style encouraging performers to use their sense of play while onstage when approaching dramatic or commonplace situations - to aid in finding participants’ pleasure to be in front of an audience. Previous theatre experience is not necessary to enroll in this course.
All backgrounds
(dance/education/music/writing/theatre/film/clown) will find this work exciting and useful.

II. introduction to bouffon
Monday Nov. 12 - Friday Nov. 16
10am – 2pm

An introductory class.

Games and exercises are used to discover students’ pleasure to mock social hypocrisies while simultaneously making audiences love you.

Historically and culturally, the Bouffon traveled in groups or gangs. They stuck together and sat on the outside, in their ghettos, their swamps, looking in at the mainstream world.

III. building a performance
Monday Nov. 19 - Friday Nov. 23
10am – 2pm

Here students should come to class with an idea of something they are wanting to work on and perform.
Whether interested in bouffon, clown or character, the students’ focus of the week is on writing, directing and performing.
This is a deeper exploration into the world of physical performance that will culminate in an informal public performance at the end of the workshop.
Completion of week one or two, or prior experience in bouffon, clown or character is required for this class.
