Canada Council plan sets directions for the future
(from the CDA Bulletin)
The Canada Council for the Arts, Canada’s national arts funding agency, has released its new strategic plan, a statement of values and directions which will guide the Council’s activities over the next three to five years.
The plan, which was approved by the Board of the Canada Council during its meeting in Montreal this week, follows more than six months of consultations with over 1,700 artists, arts organizations, other funders and members of the general public across Canada. It will form the basis of a more detailed action plan to be released by the Canada Council early in 2008. The strategic plan is posted on the Canada Council’s web site.
The plan commits the Canada Council to five specific directions:
§ Reinforcing the Council’s commitment to individual artists, working alone or collaboratively, as the core of artistic practice in Canada;
§ Broadening the Council’s commitment to arts organizations to strengthen their capacity to underpin artistic practices in all parts of the country;
§ Enhancing the Council’s leadership role in promoting linguistic, regional, cultural and Aboriginal equity to ensure that its funding and operations reflect more accurately the demographic and cultural make-up of the country;
§ Making partnerships with other organizations, including other funders, a key element in the Council’s approach to advancing its mandate; and
§ Implementing structural changes within the Canada Council to improve communication and strengthen the organization’s capacity to implement change.
“This plan is really about strengthening the infrastructure that supports arts practice in Canada,” said Canada Council Director Robert Sirman. “We are focusing not on physical infrastructure, but on the other elements that underpin an active and dynamic cultural life in any community, including skilled artists, strong and healthy arts organizations of all sizes, engaged audiences and a supportive public.”
Mr. Sirman said the document released today is only one part of a longer planning process that will inform the Council’s spending priorities for 2008-2011.
“We are now working on how best to translate these overall directions into concrete actions, and make the most effective use of the $30 million budget increase announced by the federal government in July,” he said. “We look forward to releasing the results of these discussions – including the allocation of the new money – early in the new year.”

Update from the CCA
(from the CDA Bulletin) [CCA Bulletin 32/07]
What's up at the CCA?
Many of you may be wondering if the CCA has left for summer holidays and not returned, since communications over the past few weeks have been few in-between. I can assure you that nothing could be further from the truth: the problem is that we have been so busy over the past three months that we can barely keep you informed of all the work underway on behalf of the arts and cultural sector!
Throughout the summer, the Secretariat of the CCA has been hard at work preparing for a very busy fall season. First of all, the annual federal pre-budget submission has been written and sent to the Standing Committee on Finance in preparation for our appearance in a few weeks. The focus is strongly on funding issues, especially the renewal of the programs’ envelope formerly known as Tomorrow Starts Today.
After intervening in the Canada Council consultation process on its 2008-2011 Strategic Plan, we were pleasantly surprised by the unexpected announcement by the former Minister of Canadian Heritage Hon. Bev Oda that $30 million had been added to the budget of the Canada Council for the Arts (CAC) on a permanent basis. Then of course, the Cabinet shuffle gave us a new Heritage Minister, Ms Josée Verner. The budget increase of the CAC is welcome news and reduces somewhat the anxiety about the direction of the federal government in dealing with the arts and culture sector. As for the Cabinet shuffle, we have taken a look at the tea leaves and have concluded that based on the past 18 months, it is still pretty much impossible to say what agenda the government may have regarding arts and culture.
With Parliament in recess for five months, there has been little activity of significance for the cultural sector coming from the Hill or from government. Most of the action has been in fact concentrated in what is traditionally known as broadcasting, where the regulator has been piling deadlines over deadlines. The Canadian Radio-television and Telecommunications Commission (CRTC) has indeed kept us hopping with calls for hearings and comments on a variety of issues, almost each potentially affecting one way or another the interests of artists, creators and arts professionals at large, both in the long and short term. We will provide you with more details on the fundamental issues currently debated in front of the CRTC in our next bulletin.
On the parliamentary agenda, we look forward to the October 16 Speech from Throne and - who knows for sure! - to the long-awaited tabling of the next phase of revisions to the Copyright Act …unless of course the Throne Speech leads to an election, which will prompt a shift of our immediate priorities. We are also waiting for the Supreme Court ruling (link) on registered national athletic organizations to discern any possible impact on national arts service organizations and all arts and cultural organizations with charitable status.
In the midst of all this, the Secretariat has been planning a one-day symposium on the Role of the Arts in Public Diplomacy. This event will take place in Montreal on November 22, 2007 at the Université du Québec à Montréal. CCA staff has been busy consulting experts in the field and recruiting internationally respected resource people to inject the discussions with new ideas and best practices from across Canada and around the world. Contacting these individuals during the summer has made for some vigorous rounds of telephone tag and email salvos!
In advance of the Symposium, the CCA will be releasing to participants to the event a background paper prepared by Rachael Maxwell who completed a three month internship with the CCA this past spring. Rachael’s excellent paper offers a broad perspective on the evolution of public diplomacy around the world and in Canada, particularly over the past 60 years. It will help to inspire forward-looking and constructive discussions, which is the objective of the Symposium.
In parallel with these activities, the Secretariat of the CCA is developing a three-year strategic and financial plan in consultation with the Board of Governors. This multi-year action plan will provide the background in our search for the resources required to fulfill the CCA’s unique mission with regards to arts and culture in Canada.
We also welcome three new Board members: from Montréal, Louise Poulin , art consultant, president of ArtsExperts.ca, and from Toronto, Kathleen Sharpe, arts manager, Director of the Ontario Cultural Attractions Fund (OCAF) , and Jason van Eyk, arts manager, performer, and music instructor and Ontario Regional Director for the Canadian Music Centre. The expertise of these new members will be most valuable as we move forward in the refocusing process started two years ago by the Board.
Finally, I would like to signal the arrival in early August of our new Communications Officer, Line Dezainde, who comes to us with a remarkable level of expertise and an incredible level of energy and dedication. You can expect a number of improvements in our electronic communications in the coming months!
As you can see, life continues apace at the CCA and soon you will likely be deluged with a variety of communications as Parliament returns. If you have any questions or if you wish to identify an issue you think warrants the attention of the CCA please let us know.
Canada Council announces winners of the Victor Martyn Lynch-Staunton Awards
(from the CDA Bulletin)
Interdisciplinary artist Daniel Barrow, author Jocelyn Boisvert, celtic and jazz singer Teresa Doyle, media artist Zoe Leigh Hopkins, director and poet/performer Ahdri Zhina Mandiela, dancer Chanti Wadge and BGL, composed of sculptors Jasmin Bilodeau, Sébastien Giguère, Nicolas Laverdière, are the winners of the Canada Council for the Arts Victor Martyn LynchStaunton Awards.
The annual awards, worth $15,000 each, recognize outstanding mid-career artists in the seven disciplines funded by the Canada Council: music, theatre, dance, visual arts, media arts, writing and publishing and interdisciplinary arts. The Prizes were created using funds from a generous bequest made by the late Victor Martyn LynchStaunton to the Canada Council.
The seven Victor Martyn LynchStaunton Award recipients were chosen through a process which involved nominations by the Grants to Professional Artists peer assessment committees during the 20062007 fiscal year. The winning candidates are considered the most outstanding mid-career artists of those nominated.
Images of the winners can be downloaded from the Canada Council image gallery at: www.canadacouncil.ca/news/imagegallery.
Daniel Barrow – Interdisciplinary arts
Daniel Barrow is a Winnipeg-based media artist, working in performance, video and installation. Since 1993, Mr. Barrow has used an overhead projector to relay ideas and short narratives. Specifically, he creates and adapts comic book narratives to a “manual” form of animation by projecting, layering and manipulating drawings on mylar transparencies. Mr. Barrow variously refers to this practice as “graphic performance”, “live illustration”, or manual animation”.
Mr. Barrow has toured extensively throughout Canada and abroad. Barrow has exhibited at The Museum of Contemporary Art (Los Angeles), New Langton Arts (San Francisco), and The Contemporary Art Gallery (Vancouver). His drawings are also exhibited widely and are represented in the collection of the National Gallery of Canada. Mr. Barrow is currently working on a new performance entitled, Every Time I See Your Picture I Cry which he plans to tour in 2008.
Jocelyn Boisvert – Writing and Publishing
A native of Sherbrooke, Quebec, Jocelyn Boisvert has written for children for the past ten years. His first novel, Les 101 peurs du petit Robert (Héritage, 1998) was nominated for the Prix CécileGagnon. La mauvaise fortune du brigadier (Vents d’Ouest, 2003) was a finalist for the Prix Hackmatack. Un livre sans histoire (Soulières éditeur, 2004), a novel where the reader becomes the narrator of their own adventures, was included in the Sélection White Ravens. In a similar vein, Ne lisez pas ce livre (Soulières éditeur, 2006) describes the fantastic misadventures of an adolescent contaminated by the reading virus after being bitten by a book.
After a venture into theatre, literature studies at the Université de Sherbrooke and scriptwriting at the Université du Québec à Montréal, the author lived in Nunavik before moving to Îles-de-la-Madeleine, where he is raising a family and working as a video artist.
His innovative approach to young readers has earned him several creation grants from the Conseil des Arts et des Lettres du Québec and the Canada Council for the Arts, and a number of his novels for adolescents will be published over the coming years.
Teresa Doyle – Music
Prince Edward Island native Teresa Doyle has toured extensively in North America, Europe and Japan. Ms. Doyle has taken her Celtic and jazz infused music to countless festivals and concert venues including: The Mariposa, Winnipeg and Vancouver Folk Festivals, the Montreal Jazz Festival, the 92nd Street ‘Y’ in Manhattan, The Lemon Tree in Scotland, the Salisbury Arts Centre in England, and the Canadian Embassy in Tokyo. She also presented voice workshops in Mexico, the U.S. and Canada. Ms. Doyle spent seven years on the Montreal jazz scene in the eighties before returning to live on Prince Edward Island.
Her recordings have met with critical acclaim across North America and the British Isles. With her three very successful Celtic children’s recordings, she created “adult/child crossover music”, according to Dirty Linen. They garnered numerous awards including two East Coast Music Awards, A Parent's Choice Recommended award, and two JUNO nominations.
She credits much of her recording success to her longstanding musical relationship with producer Oliver Schroer. This partnership allows her to continue to live in rural Prince Edward Island, and still work with some of Canada’s finest musicians.
Zoe Leigh Hopkins – Media arts
Zoe Leigh Hopkins is a writer and director. She works in drama and loves to laugh but so far has not managed to write a comedy. Her short film Prayer for a Good Day premiered at the 2004 Sundance Film Festival. That same year, she was honoured to be a Fellow in the prestigious Sundance Institute’s Feature Film Program, workshopping her script Cherry Blossoms, which is now in development.
Ms. Leigh Hopkins also wrote and directed One-eyed Dogs are Free, which was nominated for Best Short at the American Indian Film Festival and received Honorable Mention at the imagineNATIVE Film Festival in 2006. Ms. Leigh Hopkins is currently writing a play for the Children’s Theater in Minneapolis. This fall, she will travel to Iceland to research a new dramatic screenplay. Ms. Leigh Hopkins and her husband Marty live in Vancouver with their baby son Julian.
Ahdri Zhina Mandiela – Theatre
Chosen as the number one theatre artist of 2005 (Now magazine, Toronto), Ahdri Zhina Mandiela is widely known as a director and poet/performer. Her multi-disciplined works include dance choreographies, audio recordings, and the seminal independent film, on/black/stage/women.
Ms. Mandiela is founder and artistic director of the Toronto-based performance art company, b current, and has directed and dramaturged numerous productions for mainstages and school tours, as well as having several scripts produced.
In recognition of innovative years of work as an artist on the Toronto scene, she’s been ‘harolded’ and received both the Luscombe award for mentoring and the prestigious Silver Ticket award from the Dora jury in 2006.
Her most recent stage works include directing Canstage’s 25th anniversary Dream in High Park: a Midsummer Night’s Dream, the Nightwood theatre production of Cast Iron, Trevor Rhone’s Two Can Play for Obsidian Theatre Company, Tightrope Time for black theatre workshop in Montréal, the Burglary for Gamut Production, and the b current and theatre archipelago co-production, Fallen Angel and The Devil Concubine. Ms. Mandiela was also a playwright in residence last season at Canadian Stage Theatre, working on the dub aria playscript, who knew grannie.
Chanti Wadge – Dance
Originally from Vancouver, Chanti Wadge has been working in Montreal as a choreographer and dancer since 2001. Her works have been presented across Canada, and in the Czech Republic, Poland and France, and include the interdisciplinary solos Save Project As: unrehearsed phases of A Becoming Human (2003), and 100 Returnings (2007), video installations, palmpilot (2002), betweenlines (2003) and dawning (2004), full-length choreographies [we]: fieldnotes from the bardo (2005) and [thru]: the stilllife series (2006).
Ms. Wadge has been invited to residencies through Tanzwerkstaat (Berlin), Balleteatro/Danse à Lille (Porto, Portugal), O Vertigo Danse (Montreal) and Le Groupe de la Place Royale (Ottawa). She has also performed internationally for artists such as José Navas, Ginette Laurin, Emmanuel Jouthe, Gioconda Barbuto, Isabelle Van Grimde and Andrew Harwood. For her work she has earned notable year-end media mentions: “the most essential dancer of the year” (Hour, 2004 and Ballet Tanz, 2004), the Dance “tête forte” (Ici, 2004), “Danse Coup de Coeur” (La Presse, 2005) and “Multidisciplinary Talent” (The Year in Review, The Mirror, 2006).
BGL – Visual Art
The BGL collective, made up of sculptors Jasmin Bilodeau, Sébastien Giguère and Nicolas Laverdière, is based in Quebec. In 1996, the three university friends graduated in visual arts from Université Laval. That same year, they decided to become professional partners and founded BGL.
In their creation projects, the members of BGL delight in straying from the beaten path. They strive to break out of traditional frameworks and bring the human being and art closer together. Their work startles spectators and encourages them to participate in a physical experience. They voice social concerns and take an evocative look at contemporary society.
Individually and collectively, the three partners have taken part in several exhibitions in galleries, artist-run centres and museums. Among them are: Le discours des éléments at the National Gallery of Canada (until the end of January 2008), The marks of my hands at the Koffler Gallery in Toronto (until November 25, 2007), Fun House at the Art Gallery of Alberta in Edmonton (currently shown), the elevator at the Artist’s space of New-York (from October 10 to December 27, 2007), Le Canada collectionne at the Royal Museum of Ontario (Starting on October 4) as well as an exhibition at the Canadian Centre in Paris in February 2008.

New $6 million arts grant program now accepting applications
(from the CDA Bulletin)
Alberta artists and arts organizations have until December 1 to apply for the first round of funding under the Alberta Creative Development Initiative (ACDI), a new $6 million fund that will support further development of the arts in Alberta over the next three years.
The Canada Council for the Arts and the Alberta Foundation for the Arts (AFA) are jointly responsible for the new granting program in cooperation with the Calgary Arts Development Authority and the Edmonton Arts Council.
“We’re really excited about this opportunity to reach out to the arts community in Alberta, a province where the arts scene is vibrant and dynamic,” said Canada Council Director Robert Sirman. “We hope that this important partnership with Alberta arts funders will create additional opportunities for the work of Alberta artists to be seen and enjoyed by audiences in the province, across the country and internationally.”
Under the ACDI, arts organizations and individual artists, including professional artists, arts administrators and collectives can apply for project specific grants. Arts organizations can apply for a maximum of $30,000 per year or up to $75,000 for multi-year projects. Individual artists can apply for a maximum of $20,000 per year.
“I’m very pleased that the Alberta Foundation for the Arts and the Canada Council are working together to support Alberta artists and arts organizations,” said Hector Goudreau, Minister of Alberta Tourism, Parks, Recreation and Culture. “A healthy arts and cultural infrastructure, that includes partnerships between funding bodies and different levels of government is critical to Alberta’s continued prosperity, and will help to further strengthen our arts sector.”
The Canada Council and the AFA are each contributing $1 million per year for three years to the program. The AFA is the Government of Alberta’s principal arts funding agency.
“This new opportunity is available to artists and organizations throughout our province,” said Audrey Luft, Chair of the Alberta Foundation for the Arts. “I know it will be put to good use by our creative and resourceful artistic community.”
Arts organizations that do not currently receive operating support from the Canada Council can apply for funding to support research, creation, production and/or dissemination, as well as administrative projects that build the capacity ofthe organization. They can also apply for audience development projects that increase an organization’s public impact and/or profile. Organizations currently receiving operating support from the Canada Council can apply to the ACDI for administrative and audience development grants only.
ACDI grants for individual artists will support research, creation, production and/or dissemination, as well as professional development, including residencies. The grant includes a maximum subsistence allowance of $2,000 per month, as well as expenses directly related to the project.
To assist in the administration of the ACDI, and to ensure Alberta artists and artsorganizations are informed about Canada Council programs, the Council has hired Stephen Williams as program officer for western Canada. He is based in Edmonton and can be reached at 780-288-2558.
For more information on the ACDI, eligibility criteria and application forms visit the Canada Council web site or www.affta.ab.ca.

Classes & Workshops
The Weekend Retreat
Theatre Ontario has organized The Weekend Retreat for busy people with a passion for theatre and education. The Weekend Retreat offers theatre lovers a weekend away to learn new rehearsal and performance techniques in a safe and collaborative environment. It also gives participants the opportunity to meet new people, network with colleagues, eat delicious meals and enjoy some relaxing time in a fabulous hotel.
The Weekend Retreat will take place at the beautiful Ambassador Hotel in Sudbury, Ontario from the evening of Friday, November 2 to mid-afternoon on Sunday, November 4, 2007. Professional Canadian actor and director, Terry Tweed, will lead the weekend workshop entitled "It's All Greek to Me." We will explore the text of the Furies', from Aeschylus' The Oresteia, through movement, character and sound in six two hour workshop sessions. Enter the world of the Greek chorus and discover the full range of the text's emotional power. Participants will be required to read The Oresteia before the first session and are encouraged to wear loose, comfortable clothing to all sessions as the majority of the work is physical.
Participants will have the option of staying at the Ambassador Hotel (in a shared double occupancy room) or making other accommodation arrangements. Meals are included as part of the workshop to allow participants to network and get to know each other outside of the structured sessions. It is compulsory for participants to attend all meals.
Two packages are available for participants wishing to attend the Weekend Retreat: "The Weekend Retreat Hotel Package" and "The Weekend Retreat Package." Download a PDF of the workshop brochure.

Virtual Bodies Workshop
With Anita Ponton, London, UK
Six Classes
Oct. 28 – Nov. 3 – with a final presentation at the Hysteria Festival on Nov. 3 at 1pm
(for exact class times see below)
Fee: $125
Max: 12 participants
Please fill people in with the following information and if they want to register tell them to email me: moynan@artsexy.ca
Brief outline:
Virtual Bodies is a short, but intense, workshop aimed at artists/dancers/performers who are interested in live performance practices, within technologised spaces. The workshop will explore the relationships of the body in performance to the technologies used to make the work, and to the context and spaces in which the work exists. Taking an approach that is part practical, part critique, we will be focussing on how a live body interacts with technologised representations.
Running across six sessions, the workshop will culminate in a public presentation of the developed projects, as part of the Hysteria Festival. Participants should come prepared with an idea or project that they want to develop and experiment with, and while performance experience is useful, it is not necessary. The workshop would also be useful for re-considering or re-working an existing piece of work.
Examples of strategies that will be considered include (but are not limited to): live performance with projection and/or sound, performance for camera, video performance and virtual presence. Participants will be encouraged to be ambitious as well as practical and supportive of each other. Virtual Bodies offers participants the opportunity to experiment and explore with new ways of working and to bring a project to presentation stage, within a creative and dynamic environment.

KRUMP!
Wednesday's
Nov 7 14
8pm-9pm
Krumping (also clown dancing or clowning) is a style of dance that originated in Los Angeles. It has entered mainstream hip hop culture by the performance of krumping in various music videos and shows like 'so you think you can dance'. Krumping is intended as an outlet for anger and as a nonviolent alternative to the street violence widespread in many of the areas where it is performed. Consequently, its dancing style is fast and aggressive. While reminiscent of sped-up break dancing, it transcends that genre, bringing in influences from diverse sources, the predominant one being African dance. It involves elaborate face-painting and freestyle dance moves usually performed in competition with other crews. With Shavar Blackwood!

Calls to Artists
Opening of nominations for the 2008 Molson Prizes in the Arts and in the Social Sciences and Humanities
The Canada Council for the Arts and the Social Sciences and Humanities Research Council of Canada are pleased to announce the opening of nominations for the 2008 Molson Prizes in the Arts and in the Social Sciences and Humanities. We invite you to submit nominations for these prestigious prizes and also solicit your kind collaboration in publicizing this call for nominations throughout your institution. The two Molson Prizes are worth $50,000 each. One is awarded annually in the arts and the other in the humanities or social sciences.
The eligibility criteria and nomination procedures are posted on our website at http://www.canadacouncil.ca/prizes/molson/sg127237757005156250.htm. There is no nomination form.
Important change: Only one nominator is now required to put forth a nomination (in previous years, three nominators were required); nominations and support documentation must be postmarked no later than the deadline date, 1 December 2007.
You may also find the information sheet and form for the John G. Diefenbaker Award on our website at: http://www.canadacouncil.ca/prizes/john_g_diefenbaker/bj127223040193593750.htm
SUBMIT TO MAYWORKS 2008!
The Mayworks Festival invites submissions from artists, artists’ collectives, unions, independent producers and community groups. Every year, the festival program is a combination of proposals submitted and programs developed by the Program Committee.
The DEADLINE for the 2008 festival is NOVEMBER 1, 2007. Below are submission guidelines. To download the complete application form and guidelines in PDF form please go to our website at mayworks.ca. This year, Mayworks encourages proposals for its opening night event, the queer event and the family/children’s program.
WHO WE ARE:
Mayworks Festival of Working People and the Arts is an arts festival that celebrates working class culture. Founded in 1986 by Labour Council, Mayworks is Canada’s largest and oldest labour arts festival. The festival programs artists and events that have a social justice focus and are relevant to all working people.
Mayworks Festival is NOT a funding body. We work in partnership with unions, organizations and artists to develop, promote and present events that fit our mandate. We are committed to paying artists’ fees.
OUR MANDATE:
All workers share a common struggle for decent wages, healthy working conditions and a living culture. Mayworks is committed to showing artists of diverse backgrounds and artistic forms, and to highlighting labour issues little talked about.
EQUITY POLICY:
Mayworks Festival acknowledges that we live in a society rooted in oppression and inequalities; that structural injustice and unconscious prejudice influence our experiences; and the importance of incorporating the knowledge and guidance from oppressed people’s experience within the organization.
The following “designated groups” are identified as being disadvantaged in employment and in society:
• Women
• Indigenous People
• People with Disabilities
• People of Colour
• Queer-identified people (namely lesbian, gay, bisexual, transgendered, transsexual, and inter-sexed)
Mayworks also acknowledges that low-income earners, those living below the poverty line, and other economically marginalized people are also disadvantaged in employment and society.
CRITERIA FOR ASSESSMENT:
The Program Committee assesses proposals based on:
• does it fit with our mandate?
• can it be finished in a limited time?
• is the proposal clear and complete?
• is it financially feasible? does it have other sources of funding?
• does it include diversity of art forms/practices and artists?
• is there outreach to equity-seeking audiences?
• the support materials
• self-identification as an equity-seeking group/individual
• does it have and apply an equity framework?
• is it fun, captivating, entertaining?
Emphasis will be placed on equity, financial feasibility and whether it’s doable in a limited time.
