International Dance Day Celebrations!!!
International Dance Day Celebrations a HUGE success!!!
The Dance Umbrella of Ontario (DUO) in partnership with Yonge-Dundas Square brought together 8 dance companies to perform free to the public in celebration of International Dance Day 2007. The event was a huge success, with organizers estimating that over 3000 people attended throughout the course of the day.
DANCING IN YONGE-DUNDAS SQUARE boasted performances by Collective Heat, Thrill the World, Street Dance Academy, Sashar Zarif Dance Theatre, Company Blonde Dance Projects, Zata Omm Dance Projects, Baila Boogaloo Dance Company, OIP and COBA Collective of Black Artists. Four of these companies taught enthused audience members classes following their performance, and the energy throughout the day was incredible.
Allen Kaeja, Co-Artistic Director of Kaeja d’Dance, was the gracious host of the event. He informed the audience about the great diversity of dance in Ontario and provided audience members with information on each company, the history and meaning of International Dance Day, the service organizations that assist dance in Ontario, and kept up the audience energy throughout the event.
DUO would like to thank all of the companies, dancers, and choreographers who gave so generously of their time and talent to make this event a huge success.
DUO would also like to thank Allen Kaeja, Patrick Carnegie, and all the staff at Yonge-Dundas Square, Adriana Sabogal, Robin Dutt, Robin Newman, and Nicole Stoffman.
DUO has posted some video from the event on youtube to provide a taste of the day for those who could not come to Yonge-Dundas Square Sunday!

Canadian Arts Coalition on Canada Council Grants: Vibrant Arts Community Remains Underfunded
From the CDA Bulletin
The Canadian Arts Coalition (www.canadianartscoalition.ca ) is pleased that, working with special one-time funding, the Canada Council for the Arts has been able to support artists and arts organizations across the country. This funding allotment was $20 million in the fiscal year 2006-07 and raised to $30 million in the fiscal year 2007-08.
Eight hundred and fifty eight arts organizations submitted applications, with only 561 receiving supplementary grants. Application requests totalled $95.6 million – nearly three times the amount available for supplementary funding. Not all applications were successful, and most that were did not receive the full amount requested. Moreover, only those arts organizations already receiving Canada Council funding were able to access the supplementary funds, excluding other eligible professional organizations which are still blocked from accessing grants due to the overall shortfall in the government’s investment in the arts.
“The Coalition is concerned that the public’s demonstrated desire for access to new and inventive creative works cannot be satisfied by the limited funds to which the Canada Council currently has access. The funding available to the Canada Council is neither sustained nor adequate,” commented Micheline McKay, Co-Chair of the Coalition and Executive Director of Opera.ca. “Last month, the federal government tabled a budget that did not extend support of the arts by making this one-time allotment of funds to the Canada Council permanent. Permanent additional support was a recommendation advanced by the Coalition and supported by the Standing Committee on Finance which consists of MPs of all parties.”
The Coalition has called on the federal government to make this $30 million increase to the Canada Council budget permanent and, over time, to invest in stable, long-term funding that increases the Canada Council’s budget by an additional $100 million annually.
“The pressure on the current dollars available confirms the need for both increased and sustained funding of the arts,” noted Anne-Marie Jean, Co-Chair of the Canadian Arts Coalition and Executive Director of Culture Montréal. “The vitality of the arts is a critical component in the richness of our individual communities, our national economy and our international profile. The Coalition is dedicated to ensuring that support of the arts is a prominent issue in the next federal election campaign.”
The Canadian Arts Coalition is the largest group of artists, arts executives and business leaders ever assembled from across the country who are united in the view that greater public investment in the arts through the Canada Council for the Arts is essential to Canada’s future. Arts and cultural organizations include operas, orchestras, visual arts, theatres, magazines, museums, writers and dance companies, among others.
561 arts organizations to receive $33 million in largest-ever Canada Council grant competition
From the CDA Bulletin
More than 560 arts organizations across the country will receive grants totaling $33 million as a result of a special competition aimed at strengthening their current operations by enhancing their artistic, administrative or audience development activities.
The Canada Council for the Arts announced today the results of the Supplementary Operating Funds Initiative, a one-time-only program created as a result of the federal government’s decision in the May 2006 budget to provide a total of $50 million in additional funding to the Canada Council for the 200607 and 200708 fiscal years. Of the $50 million in new funding, $33 million was earmarked to supplement operating grants for arts organizations over two years and $17 million is being given in grants to individual artists and initiatives related to public access to the arts: $7 million in 200607 and $10 million in 200708. In addition to the new money, the Council used other revenues to permanently increased funding for project grants (available to artists and organizations) by $1.5 million annually, beginning in 20062007.
Supplementary Operating Funds Initiative
A wide range of organizations in every region of the country will receive supplementary funding, including symphony orchestras, theatre, dance, new music and opera companies, art galleries, art museums and artist-run centres, book publishers, arts and literary magazines and organizations involved in the production of film, video, new media and interdisciplinary work.
“The innovative proposals we received truly reflect the dynamism and creativity of Canadian arts organizations,” said Canada Council Director Robert Sirman. “The demand far exceeded the funds available and clearly demonstrates the potential benefit to all Canadians of increasing public investment in the arts.”
Under the Supplementary Operating Funds Initiative, arts organizations were asked to submit proposals on how they could use the supplementary funds to enhance their work in one or more of three areas: artistic development, audience development or administration. The deadline for submitting applications was December 15, 2006. Of 937 eligible arts organizations, 858 submitted applications, and 561 will receive supplementary grants.
Organizations were also asked to provide information on how they would document the results and the impact of their initiatives. They are required to provide interim and final reports including this information over the next 18 months.Of the $33 million available for the competition, $20 million was targeted toward “key” arts institutions, in general, those organizations which have a significant institutional infrastructure and impact above and beyond the communities or provinces in which they are located. They also tend to have the largest budgets within their disciplines, have the strongest presence within and outside the arts community and generate significant levels of employment for artists and arts professionals.
“We hope that with more resources, these organizations can provide stronger leadership in their milieu and have an even greater impact regionally, nationally and internationally,” added Mr. Sirman. “At the same time, we are also providing supplementary funding to many smaller organizations in all areas of the country, which will benefit not only the organizations themselves, but also artists, audiences and the communities in which they are located.”
A full list of grants awarded through the Supplementary Operating Funds Initiative, as well as additional information about the distribution of the new Canada Council funding, are available on the Canada Council web site at http://www.canadacouncil.ca/grants/. Examples include:

Grants to individual artists and initiatives related to public access to the arts
In 20062007, the Council allocated approximately $7 million (of the $17 million set aside for individual artists and public access to the arts) to fund more than 300 individual artists and about 350 initiatives aimed at increasing public access to the arts, including tours, exhibitions, literary readings and dissemination projects. Part of this money was awarded to artists and organizations that had been highly recommended by peer assessment committees in 200607, but had not received grants due to lack of funds. A portion of these funds were also used to “top up” grants from successful applicants whose requests could only be partially funded.
In 200708, the balance of $10 million will be used to increase the program budgets for individual artists and public access initiatives in all disciplines.

Canada seeks key role in the implementation of UNESCO Cultural Diversity Convention
From the CDA Bulletin [CCA Bulletin 16/07]
Just the facts
As announced in the CCA’s January 24 Bulletin, the UNESCO Convention on the protection and promotion of the diversity of cultural expressions has come into force on March 18, 2007. Developments in this file continue to occur rapidly and international support for this important treaty is growing. Fifty-six countries are now parties to the Convention and more are expected to join in the coming months.
In expressing the delight of the government on the progress of the Convention, Canada’s Heritage Minister, the Hon. Bev Oda, reiterated on March 16 that Canada would stand as a candidate for election to the Intergovernmental Committee. Minister Oda reaffirmed the Canadian government’s resolve to remain a leader as the campaign for the Convention enters the crucial implementation phase
The first Conference of Parties, the Convention’s highest governing body, will take place at UNESCO’s Paris headquarters June 18-20. The meeting will include the formalities of creating a new body, such as approving its own rules of procedure. The Conference must decide modalities and elect 24 countries to serve on an Intergovernmental Committee, which is the operational body of the Convention. The Conference will also deal with the mandate of the Intergovernmental Committee, and the rules, commitments and types of projects that will be funded by the International Fund for Cultural Diversity. The first meeting of the Intergovernmental Committee is expected in early 2008.
In a significant development, UNESCO has created a new Secretariat on Cultural Expressions and has opened a website specifically for the Convention. In addition to administering the new Convention, this Secretariat will be responsible for UNESCO’s Universal Copyright Convention, the Florence Agreement, the Recommendations Concerning the Status of the Artist and the Global Alliance for Cultural Diversity. The Secretariat will also look after the Observatory on the Social Status of Artists as well as the eventual Anti-Piracy Observatory currently under consideration.
In reporting on its continuing campaign to promote the Convention, the International Network for Cultural Diversity (INCD) says, “the effectiveness of the Convention as a shield for cultural policies against the trade and investment agreements, and a positive tool for cultural development, will increase with each new State Party.” INCD also reiterates its objectives for the implementation of the Convention:
Ensuring a meaningful role for civil groups in the processes and deliberations and a formal place at the meetings of the Intergovernmental Committee.
Ensuring State Parties will make a substantial commitment of new resources to the International Fund for Cultural Diversity.
Ensuring UNESCO will provide an appropriate framework and begin to collect the important cultural diversity data.
Ensuring appropriate procedures to encourage countries to work together to monitor developments in other forums (particularly the trade negotiations) and to collaborate to achieve the objectives of the Convention. This should be a key part of the mandate of the Intergovernmental Committee and the responsibilities of the secretariat.
Ensuring mechanisms to guarantee the implementation of the commitments to promote sustainable cultural development. This also should be explicit in the mandate and the secretariat.

A detailed analysis of the Convention is now available on the CCA website
Canadian cultural activist and former CCA Vice-President Garry Neil has authored a comprehensive study of the Convention. Mr. Neil reviews its background, including the WTO’s Canadian magazine case, summarizes its provisions and analyzes its potential impact. The study is contained in a new book UNESCO’s Convention on the Protection and Promotion of the Diversity of Cultural Expressions: Making it Work, edited by Nina Obuljen and Joost Smiers and published by CultureLink Network, The CCA is very grateful to the author and editors for having kindly authorized the reproduction of Mr. Neil’s chapter on our website.

Ontario Inches Towards Status of the Artist Policies as the CCA publishes a national “Status of Status” review
From the CDA Bulletin [CCA Bulletin 17/07]
Just the Facts
After over a decade of promises by three consecutive governments, the provincial government of Ontario has made some very modest proposals to address status of the artist issues in the province, joining Québec and Saskatchewan as the third provincial government to address status of the artist issues in legislation or policy
Bill 187, An Act respecting budget measures, interim appropriations and other matters, includes a proposal for the Status of Ontario’s Artists Act, 2007. The purpose of the Act is to “recognize that artists make contributions to Ontario’s economy and quality of life.” The Ontario government proposes to designate the first weekend in June as “Celebrate Artists Weekend”, and undertakes to consider other moves to improve the socio-economic status of professional artists in Ontario such as implement marketing strategies, facilitate training programs, promote health and safety, etc, “as far as it considers it reasonable and appropriate to do so”.
Quite obviously, what the Ontario “initiative” does not address are the substantive issues such as collective bargaining for self-employed artists, access to social benefits, tax treatment of grants or other measures that could improve the fundamental socio-economic conditions of professional artists, creators and arts professionals.
Not surprisingly, arts organizations have denounced the proposed status of the artist measures included in Bill 187 as inadequate and half-hearted. The disappointment is particularly strong given the many consultations that the government of Ontario has undertaken on this issue over the years.
The Ontario government has so far implemented only one, although an important one, of the 23 recommendations made by the Minister’s Advisory Council for Arts and Culture Advisory Council appointed in June 2004. In its recent provincial budget, the government of Ontario did increase the budget of the Ontario Arts Council by $ 15 million over the next three years. This brings the annual budget of the Ontario Arts Council from $ 40 million to $ 55 million by 2009-10. This increase was welcomed by many organizations in Ontario’s arts and culture sector.
As the majority of professional artists, creators and arts professionals work in areas of provincial labour jurisdiction, it is important that provincial governments adopt legislation similar to that of the federal government. The past 27 years have demonstrated beyond any doubt that for the vast majority of self-employed artists, there will be no progress without the tenacious insistence of the arts and culture sector with provincial governments.
The CCA has commissioned to Neil Craig Associates a comprehensive overview of status of the artist measures by provincial governments in Canada, The Status of Status, which it is publishing today. Apart from analyzing the current provincial scene, this review gives the background to status of artist policy issues and also reviews the latest developments at the federal level.
Tell me More
In 1980 Canada became a signatory to the UNESCO Belgrade Recommendation Concerning the Status of the Artist. The Recommendation includes a wide array of measures deemed to be central to improving the socio-economic status of artists in societies around the world.
In 1992 Canada became the first signatory to the Belgrade Recommendations to adopt legislation addressing labour relations for self-employed professional artists. Prior to this legislation, collective bargaining by self-employed individuals was a violation of labour law and the Competition Act. Under the provisions of the latter, collective bargaining by self-employed individuals was regarded as a conspiracy to control market forces, a crime punishable by economic and penal sanctions.
In Canada, legislative responsibilities for the labour market are divided between the federal and provincial governments. The federal government has clearly defined areas of exclusive jurisdiction namely, broadcasting and telecommunications, transportation, banking and international trade.
The federal legislation pertains only when professional artists are engaged by producers in these areas of the labour market or federal institutions such as the National Arts Centre, and other government departments and agencies. The legislation empowers cultural labour organizations such as ACTRA, Canadian Actor’s Equity and Union des artistes, to negotiate salary scales and working conditions for members engaged by producers in the areas of federal jurisdiction.
The majority of artists, creators and arts professionals working in theatres, orchestras, dance companies, etc. fall under provincial labour jurisdiction which is why it is important for all provincial governments to follow the federal example withlegislation empowering cultural labour organizations to negotiate within the law on behalf of self-employed artists, creators and arts professionals.
Artists, creators and arts professionals who are employees have always enjoyed the right to collective bargaining, but in the cultural labour force self-employment is most dominant.
What Can I Do?
If you are in a province where progress is slow or non-existent on the development of status of the artist legislation, write to your Premier and Minister of Culture asking when they plan to move forward to recognize the collective bargaining rights of professional self-employed artists, creators and arts professionals. You can also cite some of the information in the Neil Craig report “The Status of Status” or provide the web address to them for further reading.

Increased government support for arts still an unfinished canvas: 21-per-cent hike generally seen as step in right direction
From the CDA Bulletin
The arts community was both disappointed and relieved Thursday after the government announced a marginal increase to provincial arts funding.
The Alberta Foundation for the Arts will receive $27.3 million in the 2007-2008 budget, a 21-per-cent increase from the last year's $22.6 million. Most of that revenue comes from lottery funds.
Hector Goudreau, the minister responsible for tourism, parks, recreation and culture, called the AFA funding increase significant but critics argue Alberta's arts scene is still playing catch-up after so many years of getting nothing.

WORKSHOPS: Rusticle Gym Spring Fling—Rusticle Theatre
Toronto's Best Movement Based Theatre Company (NOW 2006) is thrilled to offer 4 new workshops May 5th to 19th, 2007!
After a successful fall session we are pleased to offer gyms in Yoga, Text and Improv, Movement and a very special gym called The Rusticle Rehearsal ~ a session in building work from scratch.
WHAT IS IT? The Rusticle Gym is a place to workout, to stretch tired, under-used muscles or find muscles you never knew you had. It is for people looking to sweat physically, emotionally and creatively. It is for people of all shapes, sizes and ages. It is where one comes to explore their creative landscape. Instead of elliptical machines and free weights, participants workout in physical image based workshops or on monologue/scene study. It is about exploration of the creative known and unknown discovered through the elements that Theatre Rusticle uses when we create our shows.
WHO IS IF FOR? The Gym is for EVERYONE ~ actors, dancers, musicians, seniors, young people (over 16) and non-artists. Because the approach to the sessions is holistic, participants from all walks of life and technical level can engage in the gym, work out, and get down and dirty in creative discovery.
WHAT ARE THE SESSIONS? Between May 5th and 19th, we are offering 4 Gyms led by Theatre Rusticle artists Viv Moore, Hume Baugh, Siobhan Power and Allyson McMackon. The sessions are varied and include elements of the techniques Theatre Rusticle uses in creating our work.
The Gym is driven by the need to encourage embodiment and ignite the imagination while providing an environment that guides and leads without judgement. We advocate the freedom of working in non-traditional forms, in working out the voice and the body, in working in abstraction and naturalism. Through this, participants will see the malleability of the process and find ways in which they can either integrate the work into their own practice and lives. We recognize that "play" and theatrical discovery are essential components in the health of our art form and our lives in general.
You have the opportunity to work with professional artists who are pushing the boundaries of performance practice in our community. You can work at your own pace, with our own goals in mind, learn and grow, ignite and release. The sessions are experiences in practical technique. They are theatrical meditations. They are two hours with you and your creative self.

AHCF 2007 SEMINAR SERIES: Survival Guide for Artists, Preventing Injury for Visual Artists, Targeting the Healthy Dancer, and Baby Steps
The AHCF 2007 seminar series continues on Saturday, April 21st with the workshop A Survival Guide for Artists. Speakers Dr. Jean-Jacques Dugoua, naturopath at the AHC, David Hope of the Actors’ Fund of Canada, and René Biberstein from FoodShare, will discuss strategies for living and eating well on an artists’ income. Topics include: healthy eating and food access alternatives, housing, and the business side of life as an artist.
Later in the spring, Ginette Hamel, AHC physiotherapist, and ergonomic specialist Alexandra Stinson will present Preventing Injury for Visual Artists. This interactive workshop will combine basic theory, practical tips and exercises designed to assist visual artists with the specific physical challenges they deal with in their practice.
Dancer/physiotherapist Darryl Tracy and dancer/educator Pat Miner will team up once again on Sunday, May 20th for the popular workshop Targeting the Healthy Dancer. Darryl and Pat will help dancers experience a renewed sense of athleticism and flexibility as they learn conditioning phrases developed by pioneer Irene Dowd. The workshop, a collaboration between Dance Umbrella Ontario and the AHCF, is designed for the dancer/dance teacher who is eager to explore aspects of training and supplemental training that will promote a healthy balance of strength, flexibility and power.
The AHCF will finish the seminar season in collaboration with the Dancer Transition Resource Centre for Baby Steps in June (TBD). Targeted to dancers who are expecting, will be expecting or have recently had a baby, this workshop will address physical as well as legal advice and resources to ensure a healthy and less stressful pregnancy for dancers.
For details on times, fees and locations, and to register, contact the Artists’ Health Centre Foundation at 416.351.0239, or email us at info@ahcf.ca. More specific information regarding these seminars will be posted on our web site at www.ahcf.ca in the weeks to come.

The Dunham technique was developed by the late Katherine Dunham as a result of her anthropological studies in Africa and the Caribbean. The technique is a blend of African <http://en.wikipedia.org/wiki/African> and Caribbean <http://en.wikipedia.org/wiki/Caribbean> movement (flexible torso and spine, articulated pelvis and isolation of the limbs and polyrhythmic movement) integrated with techniques of ballet <http://en.wikipedia.org/wiki/Ballet> and modern dance. Accompanied by live musicians, polyrhythmic structure, barre work, centre floor isolations and traveling progressions are designed to promote a holistic approach to dance.
Ruby is qualified to all levels beginners to advanced student and brings with her a wealth of knowledge and experience. Participants will have an opportunity to experience the Dunham technique from someone who worked side by side with Katherine Dunham for over 37 years.
Miss Ruby Streate is currently the Cultural Arts Manager at the Jackie Joyner-Kersee Foundation. She has served as artistic director of the Katherine Dunham Museum Children’s Workshop from 1992-2003. SPECIAL MAY SERIES:
MANDI'S MAY JAZZ CORNER
Tuesdays
May 1, 8, 15, 22, 29
5 weeks for $60
During the month of May, get styling with the Jazz Corner!
Study the steps, rhythm and shape of authentic vernacular jazz steps. We'll open ourselves to a fresh sense of musicality, better rhythm, longer lines and more grounded movement. Play, invent, stretch, and exceed all limits!
I've held similar series' in springs past and they are always a ton of fun and a great experience for everyone involved. The cost will be $60 for the 5 weeks (5 Tuesdays in May) but you can also use your regular Street Dance Academy card if you have one. In MAY, I'll be converting the usual Vintage Jazz Sweat time slot into the Vintage Jazz Corner which will be fun like Vintage Jazz Sweat but with a little bit less cardio and more coaching and choreography as the basis for the classes.
I encourage pre-registration for the full 5 weeks in May. By taking the full 5 week session you'll get the most from the program, and you'll be guaranteed a spot because the studio isn't that big and the class is likely to fill up.
Register today, and I REALLY look forward to this series! It's always my favourite.

Calls to Artists
May 24th - Renaissance dance performance opportunity!
toronto.coranto@utoronto.ca
Dear All,
On Wednesday, May 24th, we have been invited to perform for the Renaissance Spring Festival at Victoria College at U of T!
I am looking for 5 to 9 people.
If you've been coming to the monthly workshops I've beenteaching, if you have performed with TorontoCoranto previously, or if you have a dance or performance background you are eligible!
The event will go from 6-8pm.
It will begin with a short performance in costume by all of us, with Mike Franklin and friends providing accompaniment. We will do a pavane and a set of French branles all together, and two to four dancers will each do more specialized dances like the canary, the volta, and Ballo del Fiore (the flower dance).
Then for the workshop, I'll teach bows, several branles, the hay, and the basic galliard step to the workshop participants, while all of you will help out by mixing in among them.
Finally, we'll perform one or two more dances and a procession off.
If you are interested and/or have any questions, please respond to this message.
I'd like to get started as soon as possible. I know you are all fabulously busy people, so there will only be two to three rehearsals per dance, and a dress rehearsal on
Tuesday, May 23rd. I will also be doing a basics crash course beforehand for anyone who would like a concise re/introduction to Renaissance dance.
If you've always wanted to wear a cape or a hoop skirt, now's your chance. We might even have swords for the gentlemen!
Hope to hear from you soon,
Emily

Call for Performing Artists
Application Deadline May 31, 2007.
Notification by June 15, 2007
We are looking for a wide range of indoor and outdoor site-specific work, Main Stage performances and street performers to participate in the 2007 Junction Arts Festival.
Site Specific
The Junction has an historical and architectural uniqueness yet to be discovered. Stores, alleys, studios and more will be made available for live performance and installations.
In addition, outdoor sites can be reserved for site-specific work. Some performances will be encouraged to run for 2 days/nights prior to the street closure making 4 days/nights in total
Main Stage
A large main stage will host work that requires a more traditional setting. These shows will run from 12noon to 11pm on Saturday and 12noon to 6pm on Sunday. All lighting, sound and stage management will be supplied.
Street Performers
We are also looking for performers to participate in off the curb performance art attacks. Dancers, musicians, actors, poets, and more will be contracted to work the street in impromptu art attacks that spontaneously spring upon an unsuspecting audience. Individuals and or groups are welcome to apply. Individuals please send C.V. and photo.
Groups please send info package.
We believe The Junction Arts Festival is the largest and most eclectic "art-meets-street" festival in Canada. The festival emphasizes a celebration of all arts, with a multi-disciplinary stance, using site-specific installations in unconventional spaces. This artist run festival welcomes both established and emerging artists. We make a concerted effort to appeal to both artists and potential audiences who may not have a clear understanding of the arts but are interested in learning and appreciating art no matter what form it takes.
The Junction Arts Festival traditionally attracts over 100,000 over the two day festival.
