Strategic Investment of New $30 Million at Canada Council Benefits Dance
At the invitation of the Council, I attended a meeting of the National Arts Service Organizations in Ottawa on February 12th to preview the Canada Council’s Action Plan prior to its public release on February 13th. The Council shared detailed information on their planning and budgeting process, and how the strategic investment will be allocated to the disciplinary sectors within Council.
Some Highlights:
The Dance funding envelope will increase by $3.5 million from a base of $14,652,000 in 2007-08 (not including the one-time $50 million) to $18,157,000 in 2008/09. This represents a 19.3% increase.
Dance received a percentage increase that was greater than many other disciplinary sections at Council, indicating that the Council has clearly approached the allocation of the new $30 million strategically, and not in accordance with existing relative funding levels within disciplines.
Details around which programs within the Dance Section will benefit from new funds have not been released. However, the Dance Section has signaled that none of the existing programs will be cut, though not all programs will be increased.
The programs that best align with the Council’s strategic priorities will be increased, likely including the Creation/Production and Support Services operating and project program, as well as the Production Projects program for individuals and organizations.
We expect that new funds in core programs will augment funding levels for existing operating and project clients, help to graduate a number of project clients into the operating program and improve the success rate in the project program for both individuals and organizations. We have also received an indication that the International Touring Pilot Program will continue on an ongoing basis.
A new dance officer position will be added for a contract term of 3 years.
An initial analysis of the Council’s Action Plan highlights that a very significant number of the recommendations made by the Canadian Dance Assembly on behalf of the dance community in the consultation process were included in the Council’s plan.
Notably, the Council will:
augment its role in research to better its understanding of the disciplinary ecologies;
work in partnership with National Arts Service Organizations, provincial and territorial funders, and other stakeholders;
improve policy and program review processes
develop a flexible program for individual artists to respond to diversity of current practices;
ensure equity of access to operating support for well-assessed emerging, culturally diverse and Aboriginal arts organizations; and
improve the availability and responsiveness of Council staff in arts communities across the country by investing in new staff positions, among others.
Overall, I am encouraged by how the Council considered feedback from its stakeholders and translated these messages into strategic directions and investments that aim to respond to the needs of the arts community to the greatest degree possible given the available resources at this time. Furthermore, Council hasidentified a series of actions that represent next steps in addressing their priorities should new funds become available in future.
I would like to thank the membership for their participation in CDA’s efforts to coordinate a response in the course of the Council’s Strategic Planning exercise. I believe that our contribution to the process has had a significant impact on the Council’s articulated priorities and actions. Our collective action undoubtedly also assisted the Dance Section in making the case for funds directed specifically to the dance envelope. This improvement to the overall funding ecology of the Canadian Dance community demonstrates the strength of working in a collective and organized fashion.
The full text of the Action Plan is available on the home page of the Canada Council website at www.canadacouncil.ca. Please don’t hesitate to contact me at the CDA office if you would like further clarification about the Council’s Action Plan, or to share your thoughts around the Council’s articulated directions.

Canada Council Action Plan 2008-11
I am pleased to announce that the Canada Council’s Action Plan 2008-11 is now available on our web site. The Plan describes the program and operational strategies the Council will pursue in the next three years and budgetary information for the upcoming fiscal year (2008-09). It explains how the Council has aligned its budget with its priority strategies and how it will allocate new funds totaling $31,500,000 in 2008-09. It follows the values and broad directions set out in the Strategic Plan 2008-11, published in October 2007, and has been informed by the largest and most extensive consultation in the Council’s history.
We extend our sincerest appreciation to all those both inside and outside the organization who contributed to this extraordinary planning process, and to the government of Canada for providing $30 million in new, recurring funds to translate the most strategic of these ideas into reality.
The Action Plan, the Strategic Plan and information about the consultations are available on our web site at www.canadacouncil.ca.
Yours sincerely,
Karen Kain, C.C.

Canada Council releases Action Plan for 2008-11
Ottawa, February 13, 2008 – The Canada Council for the Arts today released its Action Plan for the next three years, including plans for the distribution of $31.5 million in new funding in 2008-09.
In July 2007, the federal government announced an ongoing $30 million increase to the Council’s parliamentary appropriation, bringing the government’s annual investment in the Council to over $180 million. The announcement followed one-time increases to the Council’s funding of $20 million in 2006-2007 and $30 million in 2007-2008. The Council has also increased its funding for arts project grants by $1.5 million on a permanent basis, which brings the total amount of new ongoing funding to $31.5 million.
The Canada Council’s Action Plan cites specific strategies and activities aligned with the five broad directions in its Strategic Plan, which was released in October. The Strategic Plan committed the Canada Council to five specific directions:
· Reinforcing the Council’s commitment to individual artists, working alone or collaboratively, as the core of artistic practice in Canada;
· Broadening the Council’s commitment to arts organizations to strengthen their capacity to underpin artistic practices in all parts of the country;
· Enhancing the Council’s leadership role in promoting equity as a critical priority in fulfilling Canada’s artistic aspirations.
· Making partnerships with other organizations a key element in the Council’s approach to advancing its mandate; and
· Enhancing the Canada Council’s capacity to support the arts and implement change by strengthening its structure, staffing and services.
Both the Strategic Plan and the Action Plan were informed by more than six months of consultations with over 1,700 artists, arts organizations, other funders and members of the general public across Canada. The Action Plan itself was developed through an extensive participatory process, whereby workgroups made up of Canada Council staff developed priorities and strategies for each of the five strategic directions.
“The allocation of our new resources is driven by the priorities that were established in the Strategic Plan, which in turn was informed by the largest consultation in the Canada Council’s history,” said Canada Council Director Robert Sirman. “We are investing these funds as strategically as possible in pursuit of our ultimate goal: that Canada have a rich and vigorous creative life that stimulates the imagination and gives Canadians the means to share their spirit and vision with one another and the world.”
Under the Action Plan, the Canada Council will, in 2008-09:
· Invest an additional $4.9 million in grants and services to individual artists, including a $700,000 increase in payments to authors through the Public Lending Right Commission.
· Invest an additional $20.1 million in operating grants, project grants and services to arts organizations, including theatre, dance, and opera companies, orchestras and music ensembles, art museums, galleries and artist-run centres, media arts production and dissemination organizations, book and arts magazine publishers, national arts service organizations and integrated arts (multidisciplinary) organizations.
· Invest an additional $1.9 million in grants and services aimed at promoting equity, including specific initiatives earmarked to benefit Aboriginal, culturally diverse and official language minority artists and arts organizations (in addition to funding for these artists and organizations through the Council’s other programs).
· Invest an additional $831,077 in partnership initiatives involving arts funders at other levels of government or other types of organizations within and outside the arts; and
· Invest more than $3.6 million in the Council’s internal capacity to support the arts, including increased staffing, research, program evaluation and communications.
Other highlights of the Action Plan include:
· Increased support for the promotion of Canada Council prizes, in an effort to enhance public awareness of the work and achievements of outstanding Canadian artists.
· An increase of more than $1.4 million for international touring and dissemination by Canadian arts organizations.
· Improved access by artists, including young artists, to professional development and networking through a portal on the Canada Council’s web site.
· Research initiatives, in partnership with national arts service organizations, provincial and territorial arts funders and cultural policy experts, to better “map” Canada’s arts infrastructure in order to develop a deeper understanding of the evolving national arts ecology and to identify regional needs and opportunities.

Ontario Arts Council Strategic Planning Update
OAC’s comprehensive strategic planning process continues. The Ontario Arts Council hosted 26 consultations in several communities around the province from October to December 2007.
The sessions covered all art forms and included some specifically for the Aboriginal and francophone arts communities. (list of consultations below)
Preliminary Reports
The three consultants who facilitated these meetings, Decode, Equinox and Nanibush Innovations, have produced preliminary reports based on the consultations. These are rich with information about the realities and needs facing arts communities everywhere in Ontario.
We are having these translated and will be posting the reports on the OAC web site in the coming weeks so that the community can see and respond to major themes that have been identified. As soon as the draft reports are posted on our site, we will send out another Newsflash.
Discussions were wide-ranging and sometimes addressed issues that, although important, are not necessarily within the scope of OAC’s mandate.
One-on-one interviews
OAC will conduct one-on-one interviews with some individuals in the arts community and with representatives of other government agencies. We will also talk to people working in new immigrant communities, social services, education, and health.
Once these are completed, OAC staff will produce a draft strategic plan which will bepresented to the OAC board of directors in April 2008.
The priorities that emerge will help OAC plan its directions and budgets over the next three years.
Future Directions and Program Budgets
In March 2007, the government announced a $15 million increase to OAC’s base funding over three years. As we stated last year, almost all arts sectors, including operating programs, will see a 30 per cent budget increase over the three year period from 2007/08 to 2009/10.
Many, but not all, organizations will see an increase to their operating grants over the three years if supported by assessment, including those in the midst of multi-year cycles. Individual project programs will also see increases.

CCA 2008 National Policy Conference
Please note that, given the current unstable political situation, the CCA Board of Governors has recently passed a resolution cancelling the March 2008 National Policy Conference. In the coming months, beyond our activities surrounding an eventual federal election, we will be organizing a number of more issue specific events like the recent John Holden lecture.

Canadian Arts Coalition Member Bulletin
The House of Commons is back in session, the possibility of a federal election looms and the Canadian Arts Coalition is gearing up to continue its advocacy for the arts – and, specifically, increased funding for the arts through the Canada Council.
The Coalition can claim some measure of success since its creation in 2005. Supported by its organizational members and an impressive number of individuals across Canada, the Coalition’s advocacy efforts resulted in the Conservative government’s decision to increase the Canada Council’s budget by successive one-time injections of $20 million in 2006 and $30 million in 2007. In July, the 2007 $ 30 million increase was made permanent by the federal government, putting the Council’s annual budget at $180 million.
That is one victory! But we all know that the current level of funding is not enough to support the incredible growth in the Canadian arts sector. Together we have to continue our efforts to have our elected officials increase the Canada Council’s budget significantly enough to to ensure that Canadians in centres large and small can all fully benefit from the unique contribution that the arts alone can bring to the enrichment of our communities. This will only happen in an environment that allows artists to flourish.
The steering committee of the Coalition is monitoring the news from the government as well as its activities in order to be prepared for any developments that may arise. The federal budget is currently being prepared and should be presented at the end of February or the beginning of March, 2008. We anticipate much debate over the content of the budget and if it is not approved, the current government will fall, triggering a federal election. The strategy of the Coalition in the coming months will be to ensure that culture stays on the political radar.
Through this electronic bulletin, we will communicate with you regularly in order to inform you of developments and actions that need to be taken in your community and with your Members of Parliament, with the hope that together we can achieve our goal, namely to strengthen our communities by ensuring adequate and permanent investments in the development of the arts in Canada.

expansion of musical boundaries has been heard and appreciated for the past 11 years throughout North America and Europe. Blake continues to study that unknown relationship between plant life

TSDS Presents
FRANKIE MANNING and SYLVIA SYKES LINDY AND BALBOA WORKSHOP!
Toronto
April 25 through 27, 2008
at The Design Exchange, 234 Bay St., Toronto, Ontario
Frankie Manning was born in 1914, and grew up in Harlem with the Savoy Ballroom as his backyard. A part of the Savoy Ballroom dance scene since the 1930? ¢??¹s, Frankie has been a major force behind the development of swing dance, a truly American art form. He toured the world with the jazz greats including Ella Fitzgerald, Sarah Vaughn, Duke Ellington, Count Basie and Cab Calloway, among others. Frankie performed in several films including Everybody Sings and Hellzapoppin', and in 1937 gave a command performance for King George VI. Frankie was featured in a
1941 Life magazine article that chronicled the evolution of the Lindy Hop. Swing dancing became dormant with the onset of Rock n' Roll, but saw a resurgence beginning in 1986. Renewed interest in swing dancing and the Lindy Hop brought Frankie back on the scene, and set him globe-trotting, spreading his own brand of dance magic through workshops and lectures. Frankie's fabulous dancing and Cheshire smile have served as inspiration to generations of Lindy Hop enthusiasts, who consider him to be a cultural icon. Now in his 95th year Frankie? ¢??¹s still knocking 'em dead!

Teacher’s Workshop – Focus on Limón Technique
Canadian Children’s Dance Theatre
509 Parliament Street, call 416 924-5657 to register
Saturday March 8th, 12:30 – 4pm, $45
Participants invited to watch or take class with CCDT Company and then join teacher Arwyn Carpenter for a workshop in guiding young dancers into exploration of this versatile modern dance technique.
Arwyn Carpenter has a 20-year association teaching and directing for the Canadian Children’s Dance Theatre. She also teaches at York and Ryerson Universities, as well as Canada’s National Ballet School. Her training includes classical ballet, Graham and Limón modern techniques, as well as experimental “downtown” contemporary, West African and improv. Her research on dancers and dance teaching has been presented at both the International Association of Dance Medicine and Science’s meeting in New York and at the Performing Arts Medicine Association’s meeting in Aspen, Colorado. She is a member of the Canadian Dance Assembly and holds an MFA from NYU’s Tisch School of the Arts.
Arwyn’s teaching for children explores physical narrative drawing on rich emotional experience in the tradition of José Limón. The workshop will include making use of improvisation within the technique class.
