Why did the Conservatives take the weed whacker to Canadian arts promotion abroad? asks MARGARET ATWOOD
MARGARET ATWOOD
During the last days of September, I was at a trilingual literary festival in Vincennes, near Paris. It's called Festival America: Littératures et Cultures d'Amérique du Nord. It was Canada's year of honour, so there were 26 Canadian writers there, as opposed to two Cubans, four Mexicans, and 24 Americans. The festival was attended by 23,000 people over three days, and generated a million mentions of Canada in the French press.
The Canadian Embassy staff in Paris did a lot of work for the festival but the embassy didn't spend much money. It couldn't even afford to throw its own reception. Thus it was while attending the U.S. Embassy's reception for its own authors that I first heard an astonishing fact: The Canadian government had just cut every penny once budgeted for the promotion of Canadian artists abroad.
That's it -- every penny, for everything cultural and Canadian, around the world. Some of those pennies have now been "unfrozen" but they're not enough to save the programs and networks that have been built up over the past 40 years (in part by art-savvy Tory cabinet ministers such as Flora MacDonald, Marcel Masse and Barbara McDougall). Staff remain in place, but they can't do much. It's like a dance floor with no more dancers.
Not that there were that many pennies to begin with. The amounts of money removed were minute -- a fraction of a fraction of a per cent of Canada's federal budget. And the Harper government had just posted a $13-billion surplus. So why had they taken this bizarre step?
The axing of culture abroad is even stranger when you consider the following facts: The money generated by Canadian-based artists' works that sell abroad flows into the country and is taxed here, a net gain to the economy. The arts and creative industries in Europe now earn "more than double the cash produced by European car-makers and contribute more to the economy than the chemical industry, property or the food and drink business," according to The Independent of Dec. 26. There are comparable statistics for Canada -- some say $40-billion, but even if it were half that it wouldn't be a number to blow off easily. Or so you'd think.
So why had the Conservatives taken the weed whacker to Canadian arts promotion abroad? Was it just part of Finance Minister Jim Flaherty's shoot-first, ask-afterwards habit -- familiar now to anyone with money in an income trust -- of slicing the heads off anything in sight, leaving the mangled stems to be dealt with by later regimes?
Due to the impenetrability of Fortress Harper -- colder than the Kremlin, more secret than the Inquisition -- it was unlikely we'd get any answers. But we are still free to speculate, so here's what I came up with to explain why they did it:
1) Ignorance. The Harperites have no idea how much money the arts generate.
2) Willed ignorance. They've seen the figures, but have labelled them "junk economics" in the same way they once labelled global-warming statistics as "junk science."
3) Hatred. The Harper Conservatives think artists are a bunch of whiners who don't have real jobs, and that any money spent on the arts is a degenerate frill.
4) Frugality. There's lots of arts around. We can get them cheaper from across the border than it costs to make them here, and if you've seen one art, you've seen them all.
5) Stupidity. They thought they were gassing a hornet's nest, not poking it with a stick.
6) More hatred. They tried to slash local museums, until too many people screamed. They've cut the Canada Council top-up proposed by the Liberals down to a sixth of its size. They've stuck the knife into the National Literacy Program, perhaps on the theory that they won't be able to set up a working dictatorship if too many people can read. And that's just for starters. If these things can be done in a minority government, lo, I say unto you, what things shall be done in a majority?
The banner under which the Conservatives have been ditching stuff that displeases them has been "waste." They're trashing programs that "don't work." They want things that "get results." (That went for the environmental plans they once binned, and have now hastily revivified.) Arts promotion is like supporting entrepreneurs, or local hockey teams, or school systems. But how do we define "results" in relation to the arts? And what exactly does "work" mean? Does it mean that money must flow back in the same year it's invested? If so, the Conservatives should get rid of all primary education, since no 10-year-old marches right out of Grade Five and gets an executive job.
Typically, cultural money is arranged so that younger artists who need to build their audiences can piggyback on old poops like me who have already done that. That's how you support the next generation, and the one after that. Not to do so is truly wasteful. Yes, you might save a lot of money by killing all the children: You'd cancel those pesky education expenses. But you wouldn't survive long as a society.
But maybe the Harper Conservatives don't want a society in which the arts and the creative industries are important. Maybe they don't want the jobs in those fields to exist. Maybe, as in so many other areas of their thinking, they want to turn back the clock to the good old days -- some time back in the golden fifties, when there wasn't all this bilingualism and multiculturalism, or indeed any lingualism or culturalism at all, and most Canadian artists left the country, and those who remained could be referred to jokingly in Parliament as a bunch of fruits jumping around in long underwear.
That's a lot of maybes. But maybes are all we have in the absence of any coherent cultural policy or even any explanation for the lack of one. Who was it said that there's more culture in a cup of yoghurt than in the Harper Conservatives? Let's hope that person was wrong.

KGIC a private English language school and we are currently looking to place our Business English students in office spaces around Toronto.
Our Business English Diploma Program trains students the vocabulary and skills to work in a Canadian office environment. During practicum placements students will practice these skills and can aid you in a variety of ways around the office.
Our practicum students are either business professionals in their own country, or are university students. The practicum placements last 4 weeks (20-40 hours per week) and are unpaid.

Studio 303 suspends its presenting activities: April 1st to June 2007

Due to a chronic lack of core funding, Studio 303 will suspend all activities and services, except for classes and rentals, from April 1st - June 30th 2007. One part-time staff member will maintain reduced office hours to manage classes and rentals, because these activities are an important source of revenue.
This decision will allow Studio 303 to survive the year without accumulating a crippling deficit, and without compromising the quality of its presenting and support service activities. Letters of support are welcome, via snail or email detailing how Studio 303 has affected you personally. For more details, please see the attached document or visit the Studio 303 website.
Dance Included In Guidelines On The Children’s Fitness Tax Credit

The Honourable Jim Flaherty, Minister of Finance, released guidelines on the Children's Fitness Tax Credit, which is scheduled to become effective on January 1, 2007.
An eligible program of prescribed physical activity, for the purposes of the credit, will be defined as
An ongoing, supervised program, suitable for children, in which substantially all of the activities undertaken include a significant amount of physical activity that contribute to cardio-respiratory endurance, plus one or more of:
muscular strength,
muscular endurance,
flexibility, and
balance.
This definition will cover many sports, as well as other children’s recreational programs that also involve significant physical activity, such as dance lessons.

Canada's National Ballet School honoured with prestigious Award for Architecture from the American Institute of Architects

The Jarvis Street Campus at Canada's National Ballet School (NBS), which opened to Canadian public and critical acclaim in November 2005, has received one of the most coveted architectural awards, a 2007 Institute Honor Award for Architecture from the American Institute of Architects (AIA).
As one of 11 architectural projects selected by the American jury from over 450 submissions world-wide, NBS's new campus is the sole Canadian building honoured for 2007 and only the fourth since the AIA first bestowed the awards in 1949.
The Jarvis Street campus is Stage I of Project Grand Jeté, NBS's $100-million capital expansion. It represents a close collaboration between NBS and the joint venture team of Kuwabara Payne McKenna Blumberg Architects and Goldsmith Borgal and Company Limited Architects (KPMB/GBCA). The result is a superb integration of heritage buildings and contemporary architecture that respects the traditions of classical ballet while embracing its evolution.
"The success of this project lies in the many years and countless hours devoted to careful planning and thoughtful consideration of the needs of a modern professional ballet school," said Mavis Staines, NBS Artistic Director.
"On behalf of the students, staff and Board of NBS, I extend our heartfelt thanks to the design team with whom we had a wonderfully collaborative relationship, to each and every architect, consultant and craftsman who worked tirelessly and lovingly to build our new home, and to former NBS Administrative Director Bob Sirman who brought all his skills to bear to oversee this complex project," said Staines.

Artists’ Health Centre Foundation: Psychology of Performance
The Artists’ Health Centre Foundation is delighted to welcome the New Year and begin our 2007 series of seminars on artists’ health issues with a return visit by performance psychologist Madeleine Hallé.
Madeleine Hallé, performance psychologist with the Cirque de Soleil, has presented lectures at the Artists’ Health Centre for the past two years. The response to her lectures has been so enthusiastic that we are once again bringing her back to the AHC on Saturday, February 3rd, 2007.
Madeleine's workshops focus on the psychological aspects of performance preparation through the use of techniques such as visualization, emotional control and concentration. Participants will take part in exercises and detailed discussion of many different aspects of these techniques and tools.
The workshop will run from 10:00 a.m. – 3:30 p.m. at The Al and Malka Green Artists' Health Centre.
Pre-registration for the day is required, as space is limited.

Professional Aerialist Mark Segal is offering Trapeze Classes for beginners with movement experience. Classes will focus on trapeze technique and movement coordination, core and upper body strength conditioning, and supporting each other through a new learning experience. And, of course, having a good time!
With a maximum class size of 6, each person can work at an individualized level.
Classes are downtown at Queen and Bathurst, Tuesday and Thursday nights from 7:30 - 9:30 pm.
A two hour class is only $15, with weekly/drop-in sign up available.

We will be holding auditions, Feb 19th at OIP (190 Richmond St. E, 2nd Floor) - for directions see www.oipdance.com .
We are looking for 6-8 dancers, both male and female, with a strong technical background as well as an ability to demonstrate creative risk taking.
Other artistic skills are encouraged but not required. We are seeking artists who are looking to expand their craft.
Rehearsals will commence in March and will be held during the day (if you are currently enrolled in university please take note as this may affect you).
This will be a paid contract.

DECIDEDLY JAZZ DANCEWORKS: AUDITION NOTICE
WHAT:
Decidedly Jazz Danceworks (DJD) is seeking male and female dancers for the DJD Company as well as its Pre-Professional Program. Dancers auditioning for Company Positions must be at least 20 years of age, have a passion for jazz dance and jazz music, plus strong technique and great personal groove.
DJD consists of 8-12 dancers on a forty week (average) contract with a starting wage of $500 CDN/week for apprentice positions. Health benefits, chiropractic, physiotherapy, and health/yoga club memberships provided.
The 23 year-old Company is dedicated to exploring, evolving and promoting the art of jazz dance, works with live jazz music and tours nationally.
Dancers interested in the Pre-Professional Program must be at least 18 years of age, and interested in furthering their knowledge of jazz dance and the work of DJD. Pre-Professional Program members receive classes at the School of Decidedly Jazz, performance/choreographic opportunities, and personalized feedback.

École supérieure de ballet contemporain : 2007 National Auditions Tour
For 40 years now, the École supérieure de ballet contemporain de Montréal has been actively involved in nurturing and promoting classical and contemporary dance in Canada. The school’s primary mission is to train professional dancers at the national and international levels. In the pursuit of its mandate at the national level, The École supérieure de ballet contemporain de Montréal (ESBCM) will begin its 2007 Auditions Tour for the 2007-2008 professional dance-study program as soon as January 26, 2007. An ESBCM delegation will be visiting several Canadian cities (Quebec City, Ottawa, Gatineau, Chicoutimi, Jonquière, Montreal, Edmonton and Vancouver) to recruit young talent. The dancers selected will be invited to take part in the second auditioning phase, which is the summer session held from July 3 to 27, 2007.

The Program of Dance in the Faculty of Fine Arts at the University of Calgary invites applications for a full-time tenure-track position at the rank of Associate Professor, commencing July 1, 2007. The Program seeks a versatile, accomplished and recognized dance artist/scholar with a PHD or equivalent with demonstrated national and/or international success. Leadership and collaboration skills are essential as well as evidence of success at securing research funding.
Significant experience teaching a movement technique is required. Applicants must have additional expertise in one or more of the following areas: a second area of technique, movement analysis, Laban, pedagogy, dance science/somatic education; critical theory and writing, dance and technology; world and social dance, dance film/video; production/design for dance; dance history. Experience and an interest in interdisciplinary teaching and research/creation is an asset.

For the past fourteen years they have produced and presented Dare to Dance? - a celebration of the very best in Saskatchewan dance talent featuring a diverse range of dance styles and representation from urban, rural and cultural dance roots.
