Canada will Host Important UNESCO Intergovernmental Meeting in December 2007

Just the Facts
As reported previously (CCA Bulletins January 24, 2007 and April 10, 2007), interest among states in the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions remains high. Sixty-three states, as well as the European Community, have now joined. The first Conference of Parties to the Convention was held in Paris from 18 to 20 June 2007, the second will be held in June 2009.
While the Conference was primarily procedural and technical, it did make some important decisions on how the convention will be implemented. This in turn will determine how effective the Convention will be as a barrier to the trade and investment agreements and as a tool to encourage cultural policies and the development of arts and culture.
During the meeting, there was little space for non-governmental organizations. NGOs were given only one chance to speak. Solange Drouin, co-chair of Canada’s Coalition for Cultural Diversity, delivered a joint statement on behalf of eight NGOs, including the International Network for Cultural Diversity. The statement touched on three issues: the need for parties to work together to encourage additional ratifications; the need to integrate culture into sustainable development strategies and the importance of the new fund for cultural diversity; and the importance of civil society to and for the process.
The most significant decisions made by the Conference were those connected with the Intergovernmental Committee (IC), the operative body of the Convention. It was agreed that the first meeting would begin on 10 December 2007, in Ottawa at the invitation of the Canadian government.

The Conference also elected 24 members to the IC, although they agreed that one-half would serve only a two-year term while the remainder will serve a full four-year term, in order to permit early rotation and to ensure broader geographical distribution of members as the number of ratifications from countries in the under-represented regions grows.
4-Year Term: Croatia, Germany, Greece, India, Lithuania, Luxembourg, Mauritius, Mexico, Oman, Saint Lucia, Senegal, South Africa
2-Year Term: Albania, Austria, Brazil, Burkina Faso, Canada, China, Finland, France, Guatemala, Mali, Slovenia, Tunisia
The Conference also considered the work priorities of the Intergovernmental Committee. The resolution directs the IC to work on issues surrounding Article 7 (policies at the national level), Article 8 (forms of cultural expression at risk of extinction), Article 11 (role of civil society) and Articles 12-17 (co-operation for development, preferential treatment for developing countries and the new InternationalFund). During the discussion, several delegations noted the importance of the articles which address the relationship of this Convention to other treaties and negotiations, although these were not enunciated in the resolution. Europe and Chile made specific reference to the trade agreements. In summarizing the discussion, the chair stressed the importance of this element and noted that, in any case, the IC is free to determine its own agenda.
International Fund for Cultural Diversity
The administrations provisions for the Fund were approved by the Conference and this will enable UNESCO to establish it.
The chair formally invited Member States to indicate the commitment they would make to the Fund and more than 20 delegations took the floor, including Canada. All said they would make a contribution, including some developing countries which admitted their contribution would be symbolic only. Several countries stated they intend to make annual contributions to the Fund, in the amount of 1% of their annual contribution to UNESCO. France committed €150,000 and Germany made the 1% percent promise which would translate into €50,000 in 2008.
Several delegations, including Canada, spoke about issues related to the purposes and principles of how the funds would be allocated, but there were no resolutions on this issue, nor any discussion about a potential role for civil society in the fund’s administration
CCA and the Convention
Since the idea of the this Convention first emerged in Canada almost a decade ago, CCA has been active in the campaign and is a member of both the Coalition for Cultural Diversity and the International Network for Cultural Diversity. CCA Participates in Canada Council Strategic Planning Process

Just the Facts
The Canada Council for the Arts has launched a major consultative exercise to inform the development of its next three-year strategic plan. The Council has met with artists, creators and arts organizations in a series of meetings and has also spent one day in intensive discussions with arts service organizations. Alain Pineau, National Director, and Guillaume Sirois, Cultural Policy Advisor, participated in the one-day session and were favorably impressed with the depth of the discussions and the candor of the Council Director, Mr. Robert Sirman.
The Council also released a discussion paper ”Creating Our Future” and called upon anyone interested in the process to submit their comments for consideration by the Board of the Council when it meets this Fall to finalize the plan. The discussion paper outlines some of the fundamental values of the Council and five priorities for the next three-year strategic plan. The priorities are;
aboriginal arts
capacity and adaptability of arts organizations
cultural diversity
dissemination and public engagement
emerging practices
The CCA submission stressed the critical importance of a national arts council, the peer assessment process and the need to cultivate the Council as a knowledge institution by bolstering its research capacity.
The CCA also called upon the Council to foster a clearer understanding of the arm’s length principle with government. This is an area fraught with misunderstanding and mythology which could be easily elucidated by the Council. The text of the CCA submission can be found here.
The Board of the CCA congratulates the Council on embarking on such a broad based consultative process. It is hoped that the strategic plan developed by the staff and Board of the Council reflects the fruits of this ambitious process.
Tell Me More
The CCA based its contribution to the strategic planning process on the provisions of the Canada Council Act and the mandate conferred by Parliament in the creation of the institution.
The mandate of the Council is usually summarized by citing Section 8(1) that is
“to foster and promote the study and enjoyment of, and the production of works in the arts”
Other elements in the mandate empower the Council to
8 (1) (b) provide, through appropriate organizations or otherwise, for grants, scholarships or loans to persons in Canada for study or research in the arts in Canada or elsewhere or to persons in other countries for study or research in the arts in Canada;
8 (1) (f) exchange with other countries or organizations therein knowledge and information respecting the arts; and
8 (1) (g) arrange for representation and interpretation of Canadian arts in other countries.
The Council has important roles to play in the development of a comprehensive research strategy to improve the understanding and credibility of data regarding the arts in Canada. The sharing and cultivation of rigorous research and analyses of various dimensions of the artistic experience in Canada is a unique capacity of the Council with its fifty year overview of the development and diversification of the arts sector.
The Council has an important international role to play. For many years it has discharged this element of its mandate through the Canadian Commission for UNESCO. The need for Canadian artists and arts organizations to develop foreign audiences and markets is critical to the long-term health of the sector. The Council must be resolute in ensuring programs such as the Audience and Market Development Office are given adequate resources to facilitate this development and work with other international organizations such as the International Federation of Arts Council and Culture Agencies (IFACCA) to address common challenges and opportunities facing the arts sector around the world.
US Visa Fee Increase Begins
Visa petitions postmarked on or after July 30 will face substantial fee increases:
· The fee for the regular I-129 petition for a non-immigrant worker will increase from $190 to $320.
· The fee for the I-539 petition to extend/change status (used for spouses and dependents) will increase from $200 to $300.
· The fee for the I-824 petition for action on an approved application or petition (usually used to request a duplicate I-797 notice of approval) will increase from $200 to $340.
The fee for premium processing will remain the same. Please check the Artists from Abroad website for the most up-to-date information on artist visa processing!

Dancemakers Announces New Ensemble
Dancemakers’ Summer 2007 high-in-demand auditions took place in Toronto and Montreal, attracting talented and creative dancers from across the country and internationally. After an extensive audition process, Michael Trent, Dancemakers and the Centre for Creation’s Artistic Director, invited Kate Holden, Clinton Draper and Benjamin Kamino to join current company members Steeve Paquet and Kate Hilliard to form the new Dancemakers ensemble.
The new Dancemakers ensemble; under the curatorial direction of Michael Trent; will continue to interpret works of sophisticated physicality and emotional impact with an emphasis on the’3C’s’: -Contemporary Aesthetics, Cross-disciplinary Approach and Collaborative Process.
Kate Holden is a graduate of the School of Toronto Dance Theatre and Etobicoke School of the Arts. Besides performing with PBJ Dance, Gabby Kamino and Danny Grossman Dance Company (2001-2003), Kate has interpreted the works of many esteemed Canadian choreographers, including Peggy Baker, Robert Desrosiers, David Earle, Sylvain Emard, Sasha Ivanochko, James Kudelka, Michael Trent, Andrea Nann, and Yvonne Ng.Kate was the winner of 2005 Le Grand Prix de l’Excellence and Le Coup de Coeur; in Trois Rivieres Quebec for her interpretation of Roberto Campanella’s Flotsam and Jetsam. Recently, she has been touring James Kudelka’s acclaimed 15 Heterosexual Duets with Coleman Lemieux and Co..Kate is Co-Artistic Director of firstthingsfirst productions with Kate Franklin.
Benjamin Kamino’s dance training began with PBJ Dance Company and the Etobicoke School for the Arts, under the guidance of Shari Wolfson, Laurie Raymond, Colleen Friedman and his mother Gabby Kamino. Benjamin has worked with choreographer Peter Chin in his award winning film "Streetcar". After moving to New York, Benjamin worked with choreographers Alethea Addsit, Charlotte-Boye Christenson, Tracy Lang, Emily Pope-Blackman, Sho Ikushima, Danielle Russo, Ashley Brown and Emily Harper. Benjamin completed his BFA in Dance at NYU’s Tisch School of the arts in May 2008. Most recently Benjamin has been on tour with Edisa Weeks and her company Delirious Dance Co.
Clinton Draper began his dance training in Victoria, B.C in 1999. He continued his training in Toronto and graduated from Ryerson University’s Dance program in 2005. Clinton has worked with D.A Hoskins, Bill James, Justine Chambers, Andrea Nann, Sasha Ivanochko, Darryl Tracy, Meghan MacNeil, Marie-Julie Asseline, Rob Abubo and Meaghan O’shea. He has been a company member of Tilt Sound+Motion for two years and a guest artist with Danny Grossman Dance Company, Dance Theatre Davis Earle and Menaka Thakkar Dance.
Steeve Paquet and Kate Hilliard have been busy this summer with their independent projects.
Besides performing in an excerpt of Beside me, by Kate Hilliard, Steeve has choreographed a Bravo! Fact called, Fictional Dance Party, by filmmaker Geoffrey Pugen's. He has also been filming the last segment of Pugen's new feature film, Installments of Utopics.
Kate has choreographed The Brutes with theatre artist Corinne Donly, which was first, presented in Montreal as a product of the Springboard Montreal Danse Professional Project’s Young Choreographers program and continues its development beyond its stay at The Stella Adler Studio of Acting.
Dancemakers is delighted to welcome such brilliant additions to the company ensemble.

COBA’s performing arts school offers high quality dance education that is supported by a legacy of African history.
Our children’s dance and drumming program provides children three years and up with a solid foundation in contemporary dance forms (ballet, modern) and specialized training in the music and dance of Africa and the African Diaspora.
The primary training mechanism for African and Caribbean forms is A-Feeree. Taught exclusively at COBA Studios, A-Feeree helps conditions your child’s body to navigate the aesthetics of African and African Diasporic dances.
This unique method draws on the traditional dance culture of Africa’s Séné-Gambia region as well as indigenous fold dances from Trinidad & Tobago.

I am thrilled to let you know that I have successfully completed my teacher training course in Ashtanga Yoga from Downward Dog!
Alongside my years of focused dance training, teaching and choreographing, I have practiced Hatha Yoga at the Sivananda Vedanta Yoga Centre (Toronto) and have begun to immerse my practice in Ashtanga Vinyasa Yoga.
I am very interested in beginning my teaching, and will let you know of some classes that I will be putting together in the west end in the near future.
The cost of the classes will be extremely inexpensive compared with regular studio rates! The classes would range from beginner (all welcome) up to classes specifically suited to dancers needs and abilities.
Through detailed instruction, the focus of this practice will be rooted in alignment and finding harmony within the body. Working with the inherent intelligence and wisdom of the body through breath, movement and inner focus, you will begin to build strength, flexibility, awareness and balance. The more advanced
classes will also work on the maintaining of flow in the sequencing of postures; traditional and experimental, as well as introducing more advanced postures, arm balances and inversions with detailed instruction for a safe, positive and fun atmosphere!
I am also interested in working with people one on one and in small groups in people's homes or rented space if required. My rates will be very competitive and reasonable. Let me know if you are interested in taking some yoga semi-privately or privately and we can set something up.
As for the larger group classes, I will keep you all posted, there will be a schedule ready in the next few weeks.

freedom for personal investigation in her classes. Intention and specific physicality are explored through new movement patterns and dance combinations. This class is appropriate for dancers and physical performers wanting to explore new approaches.
*Devised Dance: Solo* *Creation* takes participant through a range of creation techniques researched and developed in Meagan O'Shea's signature solo work. Drawing on techniques and elements of dance improvisation, movement composition, theatre games, Action Theater, clown, physical theatre, character-based choreography and poetic and theatrical writing O'Shea guides participants to create their own map for navigating the creative process, and explores different ways to incorporate interdisciplinary elements into a solo performance piece.
*Sh**annon Cooney's* class integrates a culmination of fifteen years of professional dance experience, Cranial Sacral Therapy practice, and Pilates Method training/ teaching. Through directed movement sequences one will be given the opportunity to explore their personal anatomical awareness, integrate breath with movement, work with honest bone weight, bone alignment and range of motion, and tune into their Cranial Sacral system. The most vital element of this training is integrating a body level awareness of the Cranial Sacral system. By connecting to this system and its subtle, resounding internal rhythm one is able to calm the central nervous system.With this core system calmed, the body is open to new and expanded possibilities. Its structure primarily embraces floor work and is open to any body.

Saturday: Laying the foundation for ecstatic practice. What is ecstasy, and why practice it? Creating a safe and consistent framework in which body and mind can release. Rhubarb was first produced by Buddies in 1979, and is the country's oldest new works fest. Here we allow the artist and the idea to be the centre of attention. Here the artist is left alone on an empty stage facing a curious and hungry audience. The trappings of traditional theatre are purged in favour of a stripped-down approach, where inspiration and invention are genesis.

For 28 years The Rhubarb! Festival has offered Toronto artists a critic-free environment to experiment with new theatrical explorations. Rhubarb encourages established artists to take new risks and emerging artists to explore the medium of performance creation in a safe, encouraging space.
Buddies in Bad Times Theatre is currently accepting submissions of new, original contemporary theatre for our 29th Rhubarb Festival until Sept 14, 2007.
Rhubarb is a partially curated, but primarily submission-driven festival. Criteria for this year’s festival are strongly in the realm of experimental, devised, innovative contemporary performance.
Although script-based submissions will be accepted, Buddies strongly encourages submissions which are more experimental in nature. Rhubarb seeks submissions from contemporary theatre, conceptual dance, performance art, new media, installation art and welcomes new hybrids of live performance as well as cross-disciplinary experiments and collaborations.
THE 2008 RHUBARB FESTIVAL STAGES
The 2008 Rhubarb Festival seeks proposals for the following stages:
The Cabaret: performances less than 25 minutes in length, for the proscenium Cabaret stage
The Chamber: performances less than 25 minutes in length, for the Buddies Mainspace
The Mini-Stage: 1-5 minute performances or installations for a small audience in a small space
The Solo-Stage: 1-2 minute performances or installations for an audience of one in a very small space
Environmental: happenings, interactive and other performances or installations

The coming 18th International Festival of Modern Dance, organized by AURA Dance Theatre, is dedicated to the modern dance performances of different countries. Each participant of the Festival will present one or several pieces, which have never been performed in Lithuania. Series 8:08 Choreographic Performance Workshop
Series 8:08 is looking for professional and emerging Canadian dance artists who are working on a new dance, or experimenting with new movement ideas.
We provide participating choreographers with a performance venue, stage manager, technicians, general publicity, and a fee to help cover the costs of performing, videotape of the performance, written comments from the audience members and informal discussions after each show.
NEW INITATIVES
Series 8:08 is excited to introduce our new Resident Outside Eye (ROE) for all our CPW choreographers. This is an opportunity for you/choreographer to receive a more in-depth written response from an established dance artist on your works-in-progress. Buddies In Bad Times Theatre is seeking a seasonal, full-time, professional theatre technician for the Cabaret space. Prospective applicants should have training and experience working as a professional technician in live theatre.
Extensive knowledge and experience are required in the following: programming and operating computer lighting systems, installing and operating sound systems, general carpentry and a good understanding of theatre etiquette. The Cabaret technician is responsible for maintaining the venue and equipment, working with rental companies to install and strike a variety of events and productions, running the lights and/or sound for a variety of events and productions over the course of the theatre season.

It undertakes activities that support and address the needs of dance artists and organizations including advocacy and education, research and development, communication and information exchange, and professional development initiatives. Purpose of Job:
The CDA is seeking a Programs and Services Coordinator to work closely with the Manager of Operations to ensure organizational programs and services are provided efficiently and operational systems maintained.

- Excellent verbal and written communication skills. Knowledge of French is an asset.
· Experience in programming, event or conference planning.
· An aptitude/interest in financial accounting. Knowledge of Simply Accounting, or other accounting software is an asset.
- Excellent computer skills, including knowledge of Microsoft Word, Excel, and Database applications. Knowledge of additional computer software programs such as Adobe Photoshop, Illustrator, or web design software is an asset.
- Strong interpersonal skills.
